according to the law, only the people's courts, people's procuratorates, public security organs and other law enforcement agencies can require banks to freeze their accounts. The longest freezing period is 6 months, and the freezing will be automatically cancelled after the expiration. There is no thawing period at all. As long as the freezing period required by law enforcement agencies arrives or a thawing notice is received, the bank will immediately thaw it without any time. The reason why banks freeze funds can only be that they have received legal documents from law enforcement agencies such as courts and procuratorates. Banks have no right to freeze customers' accounts by themselves. The law enforcement agency that originally requested freezing will submit the Notice of Freezing with the official seal of the law enforcement agency at or above the county level and the signature of the person in charge to the bank, and the bank will unfreeze it immediately after receiving it.

Article 16 The people's court may, at the request of the parties concerned, order that the following cases be executed first:
(1) alimony, maintenance, nursing, pension and medical expenses; (2) labor remuneration; (3) execution is required first because of emergency.
article 17 where the people's court orders that the execution be carried out first, the following conditions shall be met:
(1) the rights and obligations between the parties are clear, and the life or production and operation of the applicant will be seriously affected if the execution is not carried out first; (2) the respondent has the ability to perform.
the people's court may order the applicant to provide a guarantee; if the applicant fails to provide a guarantee, the application shall be rejected. If the applicant loses the case, it shall compensate the respondent for the property losses suffered due to the prior execution.
