The government work report of the two sessions in 2020 pointed out that it is necessary to strengthen the construction of emerging infrastructure, develop a new generation of information networks, expand 5G applications, build charging piles, promote new energy vehicles, stimulate new consumer demand, and help industrial upgrading. New energy vehicles are mentioned together with the new infrastructure that was written into the government work report for the first time this year, which also clarifies the direction of sustainable promotion of new energy vehicles in the future.
Developing new energy vehicles is the only way for China to move from a big automobile country to a strong automobile country, and the construction of charging infrastructure is a powerful guarantee for implementing this strategy. This year, the construction of domestic charging piles will comprehensively put forward the broad prospects for the construction of charging infrastructure. Here, I also wish the BRICS Charging Forum to be better and better in the future.
The topic of my report today is "Development Prospect of Charging and Switching Industry under the Background of New Infrastructure". Talk to you about two aspects.
On the one hand, the relationship between new infrastructure and the charging and replacing industry.
In the second aspect, I will focus on discussing the development prospects of the charging and replacing industry under the background of new infrastructure.
First of all, let's discuss the relationship between the two. As we all know, 2020 is a special year, and the global epidemic is still developing. Under this circumstance, our development is facing challenges. In the first half of this year, the situation of domestic economic development was still grim. In terms of GDP growth index, it was lower than last year, and the growth rate in1-May dropped by 2.8% year-on-year. How to further develop the economy is a major challenge we are facing.
According to the forecast of relevant institutions, it is not optimistic. This year's global GDP dropped by 3% compared with last year. How to achieve high-quality economy and digital development under abnormal conditions is a major challenge for us.
In order to break the situation, our government has applied major arrangements, the most important of which is to put forward "two new and one heavy", including new urbanization construction; The construction of major transportation and water conservancy projects, new infrastructure to adjust the structure, increase stamina, promote consumption and benefit people's livelihood, not only solve the current economic needs, but also prepare for the future development of infrastructure.
New infrastructure is being discussed by all walks of life, and it is also defined in official statements. New infrastructure is guided by new development concepts. An infrastructure system driven by technological innovation, based on information network, facing the needs of high-quality development, providing services such as digital transformation, intelligent upgrading, and integrated innovation.
Including three categories: information infrastructure; Converged infrastructure; Innovative infrastructure.
Converged infrastructure is more related to the theme, which mainly refers to the deep application of Internet, big data, artificial intelligence and other technologies to support the transformation and upgrading of traditional infrastructure, thus forming a converged infrastructure, with special emphasis on intelligent transportation and smart energy infrastructure. Including the third category of innovative infrastructure, related to scientific research.
The new infrastructure is also all-encompassing. At present, there are several clear policy areas, such as 5G, UHV, industrial Internet, big data center, artificial intelligence, and new energy vehicle charging piles. What's the use of new infrastructure? The first one is to get through the factor links and data flow channels. New energy vehicles are the key nodes of energy and transportation.
The other is to empower the digital economy, which is divided into new technologies, new models and new formats.
What is the relationship between the two and the new infrastructure charging pile industry? I personally did some thinking. The new infrastructure will provide more and more perfect information/physical network infrastructure support for the charging and replacing industry, including 5G, big data center, artificial intelligence and so on.
Second, the infrastructure construction related to charging and replacing electricity itself is an important part of the new infrastructure, such as charging piles and charging stations.
Third, the new infrastructure will promote the development of new formats of charging and replacing services: smart energy services.
Fourth, the new infrastructure will give birth to a new model of charging and replacing services: charging and replacing cloud services and so on.
Let's discuss with you the development prospect of the charging and replacing industry under the background of new infrastructure. The middle reaches of this industry are the operation of charging and replacing electricity, the upstream is the related equipment manufacturing, and the downstream is the post-service market. Under the background of new infrastructure, our top, middle and lower levels have good development prospects.
We look at it from three dimensions:
The first is the policy. The development of the industry cannot be separated from the support of the policy. From 20 15 to now, various ministries and commissions in our country have successively issued a number of supporting policies for the development of the charging and replacing industry. Since last year to the first half of this year, many measures have been introduced. Personally, the development support policies for the whole charging and replacing industry are improving and the policy environment is getting better and better.
The first policy last year, the National Development and Reform Commission issued the Green Industry Guidance Catalogue, which was divided into six categories, and clearly put forward the green upgrade of infrastructure, including charging, discharging, infrastructure construction and operation. Therefore, the charging and replacing industry is in the "Green Industry Guidance Catalogue", and the Ministry of Industry and Information Technology, the Ministry of Science and Technology and the Ministry of Natural Resources jointly issued a notice.
Other policies are the Guiding Opinions of the National Development and Reform Commission and the Ministry of Science and Technology on Building a Market-oriented Green Technology Innovation System. Clearly put forward to have a "100 thousand" action, cultivate new leading enterprises, encourage and emphasize the participation of the business community.
The first important document is "Implementation Opinions on High-quality Energy Development", which clearly puts forward that efforts should be made to promote the industrial application of all kinds of new energy and new technologies, vigorously cultivate new energy sources for energy economy, innovate organizational models and service models, and build a business ecology of win-win cooperation.
Another document is the Notice of the National Energy Administration on the Construction of Wind Power and Photovoltaic Power Generation Projects in 2020, for example, the potential of photovoltaic resources exceeds 900 million kilowatts.
Another document, "Guiding Opinions on Doing a Good Job in Energy Security in 2020", the National Development and Reform Commission and the National Energy Administration also set clear goals. The document proposes to deepen power demand side management and strengthen the supporting power grid of charging infrastructure. In addition, the National Development and Reform Commission and the National Energy Administration pay special attention to the construction of energy standards, and the "Guiding Opinions on Strengthening the Standardization of Energy Internet" will complete the road map and standard system framework for energy Internet standardization in 2020. This is an energy policy.
Regarding fiscal and taxation policies, there are two that continue to be favorable. In April, the Ministry of Finance, State Taxation Administration of The People's Republic of China, Ministry of Industry and Information Technology issued the announcement on the relevant policies of exempting new energy vehicles from vehicle purchase tax (April 2020). Extend the purchase tax policy to two years.
