Overview of New Rural Construction in Our District

This year, our region will take the promotion of new rural construction as an important task, strive to implement industry to feed agriculture, cities to feed rural areas, promote urban-rural integration, and make the construction of new rural areas in the region advance in an orderly manner.

First, strengthen the planning and layout of villages and towns and improve the living conditions of residents. Combined with the actual situation, our district has done a good job in compiling and evaluating the village appearance planning. Meixi Township has identified three new rural demonstration sites: Yanshou Village, Xujiaqiao Village and Huaguofan Village, and comprehensively improved village roads, power grids, drinking water, communications, energy and residential facilities. There are mainly 2 townships, sub-district offices, 7 villages (neighborhood committees) and 16 villages (residents' groups, with a total population of 3116, and the annual per capita net income of residents is about 3,500 yuan, basically reaching a well-off level. In the middle and late March, around the theme of "protecting and building South Lake", our district specially organized relevant personnel to conduct investigation and visit to the surrounding areas of South Lake. The main situation is as follows:

First, the current situation of the surrounding areas of Nanhu Lake

1. Illegal building. As an important part of urban construction, South Lake has been brought into the unified urban planning. In the past five years, 38 illegal buildings have been found around the South Lake in our district, with an area of 3180m2 and a building area of 7,940m2, including 12 strictly controlled buildings with an area of1400m2; ; Buildings 1 1 have been built within the 200m red line of Nanhu Lake, with an area of1540m2, of which 7 buildings with 860m2 have been demolished and 3 buildings with 400m2 have been successfully controlled. Through powerful monitoring means, the planning and construction of the corridor around South Lake are basically guaranteed.

2. Garbage disposal. There are more than 500 garbage dumps around Nanhu Lake in our district, and the domestic garbage generated every day is about 30 tons. Garbage disposal is mainly collected and buried by Ivy Workstation of township and street urban management. Among them, only about 50 pieces of garbage from Beiban and Guozhen universities were removed by the municipal sanitation department, some of which were naturally digested, and some of which were directly washed into Nanhu by water, but they were not treated without pollution.

3. Sewage discharge and treatment. The domestic sewage around Nanhu Lake in our district is basically discharged directly into Nanhu Lake without treatment. Among them, 2,000 tons of domestic sewage from Guozhen Township directly flows into Nanhu Dam area through the lower reaches of Huangmei Port, causing a series of environmental problems: First, the water quality stinks; The second is to raise the riverbed of Huangmei Port and accelerate the siltation of Huangmei Port; Third, sewage affects the water quality of surrounding villagers' wells through underground runoff; The fourth is to induce the epidemic trend of schistosomiasis in Huangmei port; Fifth, it is harmful to fish farming in the surrounding fish ponds. On the other hand, sewage from restaurants around Lake 164 in Beigang Street, industrial and mining enterprises along Guozhen Township 10, more than 200 restaurants around Lake, and more than 20 farms are directly injected into South Lake, resulting in prominent social contradictions and great opinions from the masses.

In view of the investigation and existing problems, the following suggestions are put forward:

1. Strict and unified planning. Incorporate the surrounding area of South Lake into the unified urban planning, determine the red line area, and strictly control the disorderly development and construction. Whatever the reason, the illegal construction within the red line must be trampled to death. Build a beautiful South Lake with high standards, high starting point and high quality.

2. Strictly formulate policies and regulations. It is suggested that the relevant departments should issue some local laws and regulations as soon as possible, and fix the measures of sewage discharge, deforestation, garbage disposal, catering and aquaculture around the lake in the form of policies and regulations, so as to ensure that there are laws to follow and those who violate the law will be prosecuted.

3. Strictly control sewage discharge. First, strengthen the treatment of all kinds of domestic sewage. Urban sewage must be strictly treated and discharged after reaching the standard, and suburban sewage must be discharged after static treatment. The second is to strengthen citizens' awareness of water conservation, start the project of improving water and toilets in suburban villages, purify residents' drinking water, and strengthen environmental protection law enforcement in industrial and mining enterprises around the lake.

4. Strictly control all kinds of garbage. It is suggested that the garbage disposal in our district should be handled by the municipal sanitation department. New suburban garbage disposal stations will be built in time to implement pollution-free garbage disposal. Township and street environmental protection stations should be merged and unified management. Advocate green consumption.

5. Strictly investigate the development by borrowing lakes. Reasonable planning, strict examination, increase the orderly management of real estate development, prohibit deforestation and reclamation to develop houses around lakes, effectively unify the profits of development with the responsibility of environmental protection, and do not start construction and commercial housing sales if environmental protection fails to meet the standards. The total amount of aquaculture development around the lake must be controlled within a certain range, so as not to pollute the environment, but also to protect fishery resources reasonably. The development of various water conservancy projects should be strictly examined and approved, and environmental protection should be guaranteed first.

6. Prevent the increase of schistosomiasis. By strengthening the comprehensive management, it is suggested to start the 2 km three-sided retaining ring project from Guozhen to Longshan in Huangmei Port to eliminate schistosomiasis fundamentally.

Three measures to ensure family planning service in Meixi township have achieved results

Since March this year, Meixi Township has organized and carried out the spring family planning centralized service activities with the theme of "three clean-ups, three implementations and three guarantees", and the three measures have achieved remarkable results.
