Xihu Yilianbao is a commercial supplementary medical insurance designed and developed according to the implementation plan of commercial supplementary medical insurance in Hangzhou and relevant regulations. It is the only commercial medical insurance project supported by the government at present in Hangzhou. Five underwriting companies, China Life Insurance, PICC P&C Insurance, Pacific Life Insurance, Taikang Life Insurance and Ping An Property Insurance, were selected by Hangzhou Medical Insurance Bureau in conjunction with relevant departments through public bidding, and their underwriting operations were supervised by Zhejiang Medical Insurance Bureau, Zhejiang Supervision Bureau of Bank of China Insurance Regulatory Commission, Hangzhou Medical Insurance Bureau, Hangzhou Finance Bureau, State Taxation Administration of The People's Republic of China and Hangzhou Taxation Bureau.

Hangzhou, known as Lin 'an and Qiantang in ancient times, is a prefecture-level city, provincial capital, sub-provincial city, megacity, the core city of Hangzhou metropolitan area, the economic, cultural and scientific center of Zhejiang Province approved by the State Council, and one of the central cities in the Yangtze River Delta.
