8. The certificates and vouchers submitted by the motor vehicle owner are inconsistent with the motor vehicle.

9. Motor vehicles are produced and sold without the permission of the national department in charge of motor vehicle products or imported without the permission of the national department in charge of motor vehicle imports.

10, the relevant technical data of motor vehicles are inconsistent with the data announced by the national competent department of motor vehicle products.
