Article 2 People's governments at or above the county level shall incorporate proportional employment of disabled people into their overall employment planning and take measures to ensure the implementation of these regulations. Article 3 The employment of disabled persons shall be arranged on a proportional basis and in accordance with the principle of hierarchical management. The Disabled Persons' Working Committee of the people's government at or above the county level shall be responsible for comprehensive coordination. The Disabled Persons' Federation at or above the county level shall be responsible for the organization and implementation. The Disabled Persons' Federation shall be responsible for the employment of disabled persons. The service organization is responsible for the specific work.
The human resources and social security, finance, local taxation, civil affairs, statistics and other relevant departments of the people's governments at or above the county level shall, in accordance with their respective responsibilities, do a good job in arranging employment for disabled people in proportion. Article 4 Agencies, groups, enterprises, institutions and private non-enterprise units (hereinafter collectively referred to as employers) within the administrative region of this province shall arrange employment for disabled people at a ratio of no less than 1.5% of the total number of employees of the unit.
Employers can recruit disabled people independently from the society, or they can recruit through local employment service agencies for disabled people.
The total number of employees refers to the sum of all types of personnel who work in the employer and receive labor remuneration, and are determined based on the number of people provided by statistics, finance, local taxation and other departments. Article 5 The employer shall meet the following requirements when arranging employment for disabled persons on a proportional basis:
(1) The disabled persons arranged hold the "Disability Certificate of the People's Republic of China" and meet the legal age for employment , have the desire to find employment;
(2) Have signed a labor contract or service agreement for more than one year with the arranged disabled person, and receive equal pay for equal work with other employees;

Article 6 When recruiting staff, agencies and public institutions shall not set additional conditions that restrict the application of persons with disabilities, except for special positions; for positions that persons with disabilities are qualified for, priority shall be given to hiring persons with disabilities under the same conditions. Article 7 If the employer arranges employment for disabled persons but does not reach the prescribed proportion, it shall reserve positions.
If the employer has conditions to arrange employment for the disabled, it shall not pay the employment security fund for the disabled in lieu of arranging employment for the disabled. Article 8 The human resources, social security, education and other departments of the people's governments at or above the county level and the Disabled Persons' Federation shall strengthen vocational skills training and career selection concept education for disabled people, so as to improve the employability of disabled people.
Employment service agencies for persons with disabilities at all levels should provide employers and persons with disabilities with services such as the release of job recruitment information, personnel recommendations, job introductions, and pre-job training free of charge. Article 9: Establish a free training system for persons with disabilities. Disabled persons registered in the province who are of working age can apply for free training once a year.
Encourage vocational schools and vocational training institutions to carry out vocational training for persons with disabilities.
Support and encourage centralized employment employers of disabled people to organize job placement training, promotion training and other training for disabled people. Article 10 Employers shall arrange jobs for employed disabled persons that are suitable for their physical conditions, provide working conditions and labor protection suitable for their physical conditions, reasonably determine labor quotas, and provide appropriate guidance on grading, promotion, training, professional title evaluation, and labor remuneration. , social security, living benefits, awards, etc., they are treated equally with other employees.
Employed disabled people should strengthen their studies, improve their labor skills, abide by the employer's labor discipline, and complete their jobs. Article 11 Employers shall take measures to gradually build and improve barrier-free facilities, promote barrier-free information exchange for persons with disabilities, and improve the working environment for persons with disabilities. Article 12: Relevant departments of the Provincial People's Government shall commend and reward units and individuals that have made outstanding achievements in proportionally arranging employment for persons with disabilities.
If an employer arranges employment of disabled persons in excess of proportion, it shall be rewarded in accordance with the "Hunan Province Reward Measures for Employment of Disabled Persons in excess of proportion".
If the employer fails to arrange employment for the disabled or does not arrange employment for the disabled at the prescribed ratio, it shall pay the employment security fund for the disabled in accordance with these regulations. If the employer fails to declare within the prescribed time, the employment security fund for the disabled will be assessed as if the disabled person has not been placed in employment.
