Liu Mingchuan (1 September 7th, 836 ——18961month12nd), born in the third province, was named as a native of Da Qianshan. Because he ranked sixth and had pockmarked faces, he was called Liu Liumazi, a native of Hefei, Anhui Province (now at the foot of Daqian Mountain in Feixi).
1885 (11th year of Guangxu), the Qing court appointed Liu Mingchuan as the first governor of Taiwan Province province. Liu Mingchuan left the treasure island he had painstakingly managed for seven years by boat with melancholy heart. After the Sino-Japanese Sino-Japanese War of 1894-1895 broke out, the Qing army was defeated, and the Qing court ordered Liu Mingchuan to leave the mountain. Liu resigned because of his serious illness.

On the issue of how to deal with Taiwan Province's ethnic minorities, Liu Mingchuan argued that the Qing government should take active measures to recruit and educate people instead of blindly abandoning and suppressing them, and set up a school to train ethnic minorities.
By 1889, "all students in Taiwan were naturalized", and Liu Mingchuan eliminated the estrangement and vendetta between ethnic groups through education, which effectively promoted the ethnic integration of Taiwan Province and made Taiwan Province take a key step in modernization.
Liu Mingchuan has made many contributions to Taiwan Province. When he left Taiwan Province, he donated his own money, the money awarded by the imperial court for his meritorious service and his savings in Taiwan Province for many years to Xixuetang and Fanxuetang, hoping that young people in Taiwan Province could receive better education and cultivate talents for the long-term development of Taiwan Province.
