Official etiquette is an important part of etiquette and a concrete application of etiquette in official activities. That is, official etiquette is a code of conduct and practice for civil servants to maintain the image of the administrative subject and personal image in their official activities, and to show respect and friendship to the contacts. For an individual, etiquette is the external expression of a person's internal quality and cultivation; For an organization, etiquette is a sign of whether the organization and management are perfect; For a nation and a country, etiquette is a measure of the quality and moral standards of a nation and a country. Therefore, etiquette is an important symbol of the progress of human civilization. Second, it is necessary to strengthen the implementation of official etiquette. (1) Standardizing official etiquette is the need of social civilization and progress. Civilized society needs etiquette. Learning etiquette well and making good use of it will surely make an individual's words and deeds adapt to his identity, status or social role. Every member of society should take learning etiquette as a compulsory course for life, and public servants are no exception. As the manager of social public affairs and the provider of public services, the personal image of civil servants directly affects the public image of all civil servants, reflecting whether government organs, institutions and social organizations at all levels are civilized, efficient and excellent in service quality. Modern society needs a high-quality civil servant team. Therefore, public servants at all levels should know and salute, learn about the norms of official etiquette and establish a correct sense of etiquette. (2) Standardizing official etiquette is the need of building a service-oriented government. The government's public service function makes every civil servant play the role of public service provider. The professional image of being close to the people requires public servants to have strong professional affinity. (3) Standardizing official etiquette is the need of open cooperation. The image of the government is shaped by civil servants as a whole, and etiquette is an important means to shape the image of the government. Through the performance of etiquette, we can see through a person's self-cultivation and inner quality, and reflect the richer connotation of the unit and city represented behind the individual. With the advent of the era of economic globalization and the deepening of reform and opening up, China's economic and social undertakings will be more integrated into the world in the future. In particular, Hainan proposed to build an international tourist island. Haikou, as the capital city of the special economic zone, should give full play to the advantages of the capital city and seize the opportunity to accelerate its development, and the effectiveness and image of the government are the key factors affecting its development. Second, the current problems in the implementation of official etiquette in our city (1) education coverage is not wide enough. Since 2006, the Propaganda Department of the Municipal Party Committee and the Municipal Social Science Federation have carried out the activities of "Civilized Etiquette Entering Communities, Grassroots Units and Organs", focusing on the publicity and education activities of civilized etiquette in four district organs and communities, and carried out activities such as "Olympic Civilized Etiquette Knowledge Competition" and "Civilized Etiquette TV Knowledge Competition", which were well received by the citizens. In May 2008, according to the arrangement of the efficiency construction of government organs, the civilized etiquette education activities were deployed again, focusing on the official etiquette training of administrative organs and industries. At present, more than 40 games have been held. However, in terms of the total amount, there is still a big gap between the current training speed and demand, and many departments and subordinate units have not yet carried out related activities. (2) Individual units have not paid enough attention. Due to the lack of rigid requirements, etiquette education was not included in the work assessment project. In the process of implementation, some units still put it in a secondary position. Even after training, there is no further requirement for this job. (3) Lack of teachers. At present, our city lacks professional etiquette training institutions, and most of the teachers hired are part-time. The work and business pressure of this position is very great. Although a group of etiquette training volunteers were selected in 2007, they could not meet the job requirements due to the lack of professional training. (4) Lack of financial guarantee. At present, etiquette education and training funds are not included in the financial special items, and there are difficulties in developing training courseware, compiling training materials and training teachers. Third, measures (1), strengthen training and improve quality. In line with the requirements of the transformation of government functions, civil servants will face the public more in the future. Therefore, civil servants must attach importance to learning and mastering official etiquette, perform their service functions well, improve work efficiency, change the style of "it is difficult to enter the door, ugly face and difficult things" that is incompatible with civilized society, and establish the image of "diligent for the people". Departments at all levels should list official etiquette as a compulsory subject in cadre training, especially from leading cadres and window unit staff. 2. Official etiquette should be the threshold for civil servants to enter. With the implementation of the Civil Service Law, most civil servants are recruited into government functional departments. Therefore, when recruiting civil servants, the basic knowledge of official etiquette should be included in the examination content as a professional requirement to improve the overall quality of civil servants. 3. Strengthen supervision. Etiquette is gradually formed, evolved and developed by people in long-term social practice. There are usually two ways: one is system requirements. Codes of conduct specially formulated by the government and required by the people to abide by, such as the "ritual and music system" in ancient China. The second is development. It is people's custom and persistence in long-term social interaction, such as New Year greeting etiquette. As a government department, it is necessary to strengthen the system construction of etiquette, besides training, it is also necessary to strengthen assessment and supervision, regard official etiquette as the content of the construction of office style, as an important aspect of evaluating efficiency, and promote self-cultivation with the system. Make the understanding and application of etiquette permeate every word and deed and every move of every civil servant, instead of saying it on the mouth and hanging it on the wall.
