If the water consumption of residential users is less than 2 tons for two months, it will not be levied temporarily.
Personal burden of urban living garbage disposal fees by the tax authorities on behalf of urban water supply units (hereinafter referred to as the "collection unit") collection, and signed an entrustment agreement, collected by the collection unit once every two months.
The municipal solid waste disposal fee borne by the unit shall be directly collected by the tax department, and the unit shall report and pay to the tax department quarterly according to the sum of the monthly average number of employees in the last quarter (rounded off).
It is understood that the "Implementation Measures for the Collection of Urban Domestic Waste Treatment Fees in Wuxi City" (hereinafter referred to as the "Measures") was reviewed and adopted at the16th executive meeting of the municipal government on June 30, 2023. These Measures shall come into force as of the date of promulgation and shall be valid until June 29, 2028.
Another major change in the new "Measures" is the personal part of the charging standard. Zhu Hong, deputy director of the Municipal Environmental Sanitation Center, explained that the personal burden of urban garbage disposal fees did not increase overall, and the total payment was reduced by 2 yuan based on the calculation of two employees in a family. In addition, the personal part of the municipal solid waste disposal fee is also divided into ladder charging standards: if the water consumption of residents is less than or equal to 8 tons for two months, it will be levied according to the standard of 50%; If the water consumption of resident users is less than or equal to 2 tons for two months, it will not be levied temporarily; For the decentralized support of poor people and low-income families identified by the civil affairs department, the municipal solid waste disposal fee will be exempted.

The owner has the right to replace the realty service enterprise or other managers selected by the construction unit according to law.
Article 285
Entrusted by the owners, the realty service enterprise or other managers shall, in accordance with the provisions of the realty service contract in Part III of this Law, manage the buildings and their ancillary facilities within the building division, accept the supervision of the owners, and promptly answer the owners' inquiries about realty service.
Property service enterprises or other managers shall implement emergency measures and other management measures implemented by the government according to law, and actively cooperate with relevant work.
Article 286
Owners shall abide by laws, regulations and management regulations, and relevant behaviors shall meet the requirements of saving resources and protecting the ecological environment. For property service enterprises or other managers to implement emergency measures and other management measures implemented by the government according to law, the owners shall cooperate with them according to law.
The owners' assembly or the owners' committee has the right to ask the perpetrator to stop the infringement, remove the obstruction, eliminate the danger, restore to the original state and compensate for the loss of any act that damages the legitimate rights and interests of others, such as dumping garbage at will, discharging pollutants or noise, raising animals illegally, building illegally, occupying passages illegally, refusing to pay property fees.
If the owners or other actors refuse to perform relevant obligations, the parties concerned may report or complain to the relevant administrative departments, which shall deal with them according to law.
