In order to organize the identification of high-tech enterprises in our province in 2022, according to the Administrative Measures for the Identification of High-tech Enterprises (No.32 [2016], hereinafter referred to as the "Identification Measures") and the Management Guidelines for the Identification of High-tech Enterprises (2016]190),

First, the reporting schedule

In 2022, the application for high-level certification in our province was carried out on the sunshine government platform for scientific and technological business management (website:/egrentweb/,hereinafter referred to as "sunshine government platform"), which was accepted in three batches throughout the year, and each enterprise could only declare 1 time. The application module will be open for application from May 5, 2022.

● Schedule of the first batch of declaration:

The deadline for enterprises to submit online application materials in the "Provincial Sunshine Government Platform" is June 22, 2022; The deadline for local science and technology departments to complete online recommendation is July 22, 2022.

● Schedule of the second batch of declaration:

The deadline for enterprises to submit online application materials in the "Provincial Sunshine Government Platform" is July 22, 2022; The deadline for local science and technology departments to complete online recommendation is August 22, 2022.

● Schedule of the third batch of declaration:

The deadline for enterprises to submit online application materials in the "provincial sunshine government platform" is August 22, 2022; The deadline for local science and technology departments to complete online recommendation is September 22, 2022.

Second, declare the scope of the enterprise

(a) in the administrative area of our province (excluding Shenzhen) registered 1 year or more, and in line with the relevant provisions of Article 11 of the "Identification Measures", can declare high-level identification.

(2) An enterprise that passed the high-quality certification in 20 19 shall apply for re-certification when its high-quality qualification expires this year. In case of any change in the name or registered place of the enterprise identified as high-level enterprise in 20 19, it is necessary to complete the change of high-level related matters, and complete the annual report of high-level enterprise at the same time, and then declare the high-level enterprise identification.

(three) in 2020, 20021year, the validity period of the high enterprise is not full, and it shall not be recognized in declare in advance.

Third, the declaration procedure

I. Online registration

1. Enterprises declared for the first time. Enterprises must log in to the "Government Service Platform of the Ministry of Science and Technology" (website: /html/zxbl/) and the "Provincial Sunshine Government Platform" (website:/egrentweb/) in sequence, complete the registration review and activate the account.

(1) Registration of the government service platform of the Ministry of Science and Technology. Enterprises must register the account of "unit user (legal person)" on the government service platform of the Ministry of Science and Technology, complete the real-name registration system certification according to the operation instructions of the website, and enter the high-tech enterprise certification management network (hereinafter referred to as "National High-tech Enterprise Network") through the high-tech enterprise certification entrance to improve enterprise information and obtain the system registration number.

(2) Registration of provincial sunshine government affairs platform. Enterprises registered in the "National High-tech Work Network" must register again on the "Provincial Sunshine Government Platform". By default, the new registered unit uses the unified social credit code as the login account, and the unified social credit code must be filled in accurately when registering an enterprise. Each enterprise can only register one account in the "Provincial Sunshine Government Platform". (See Annex 1 for registration guidelines).

2. Enterprises with existing accounts. Enterprises that have applied for accreditation have completed their registration, and do not need to register again. They can use the user name and password of "National High-tech Work Network" to log on to the government service platform of the Ministry of Science and Technology. After logging in, enterprises must update the enterprise registration information on "National High-tech Work Network" and "Provincial Sunshine Government Platform" in time. For enterprises that move to Guangdong Province (excluding Shenzhen) in different places within the validity period of the high enterprise, please confirm that the accreditation institution in the National High Enterprise Work Network is "Guangdong Provincial Accreditation Agency Office" before the "Provincial Sunshine Government Platform" submits the application for high enterprise.

Enterprises registered in the "provincial sunshine government platform" but have changed their names, they must apply in the platform renaming module, and the name change will be completed after being reviewed by the science and technology department where the enterprise is located (see Annex 2 for registration precautions).

If an enterprise has multiple registered accounts in the "National High-tech Work Network", it shall promptly report to the municipal science and technology department, which will summarize and report to the provincial science and technology department, and the provincial science and technology department will cancel the duplicate accounts to prevent the data docking error.

Two, fill in and submit high application materials.

In order to implement the decision-making arrangements of our province to promote the transformation of government functions and deepen the "streamline administration, delegate power, strengthen regulation and improve services" reform, it is convenient for enterprises to apply for high-level certification. From 2022, it is no longer necessary to submit paper application materials for high-level certification, and enterprises only need to fill in relevant application information and upload attachment materials according to the requirements of the high-level certification application module on the "Provincial Sunshine Government Platform".

1. Fill in the basic information of the company. Enterprises use the unit administrator account to log on to the "Provincial Sunshine Government Platform", and fill in and improve the basic information of the unit, unit financing information, etc. under the function menu of "System Management-Unit Information Management".

2. According to the Notice of the Ministry of Science and Technology on Implementing the Informing Commitment System for the Certification of High-tech Enterprises (No.362 [2021], Annex 3), enterprises can choose to apply the Informing Commitment System independently, fill in the "National High-tech Enterprise Work Network" as required, generate a Letter of Commitment for Informing Certification Matters, and upload it to the "Sunshine Provincial Government Platform" with signature and seal.

3. Fill in the application form. In the module of "application management-project application-filling in the application form for accreditation of high-tech enterprises", fill in the accreditation application information as required, upload the attachment materials one by one, and complete the online reporting. Before completing the application, the enterprise needs to obtain the enterprise name and registration number on the National High-tech Work Network through the "Provincial Sunshine Government Platform". In order to accurately connect the application materials of the enterprise with the National High-tech Work Network, the enterprise must carefully check the relevant information obtained.

4. Check the difference data. The enterprise needs to upload the Power of Attorney for the Use of Tax Data stamped with the official seal of the enterprise, and compare the financial data declared by the enterprise with the final settlement data. If the data are inconsistent, it should upload the Explanation of Differences in Financial Data Comparison.

5. For enterprises that have digital signatures, encourage the use of digital signatures to submit high-level certification declarations, and other enterprises may voluntarily apply for digital signatures to handle high-level certification declarations. (See Annex 4 for operating instructions)

Third, review and recommend

The reporting enterprise is responsible for the authenticity of the high-level reporting materials submitted. After receiving the enterprise application materials, the science and technology departments of various cities can verify the enterprise application information in conjunction with the local finance and tax departments according to the actual situation, focusing on the actual business situation of the enterprise, scientific and technological personnel, software copyright and other intellectual property rights, research and development organization, the consistency between the application data and the final settlement data, whether major safety, major quality accidents or serious environmental violations occurred within one year before the application was recognized, and whether the enterprise application name and registration number are completely consistent with the enterprise information of the National High-tech Work Network. According to the verification of enterprises, the science and technology departments of various cities issue recommendations and recommend them to the provincial science and technology departments. For enterprises that are not recommended, the science and technology departments of all localities and cities should promptly reply in the "Provincial Sunshine Government Platform" and return the enterprise application materials.

Fourth, the job requirements

(1) Strengthen the territorial management of enterprises. The departments of science and technology, finance and taxation where the enterprise is located should strengthen linkage and coordination, fully understand and master the operation and innovation of the local enterprise, strictly control the review and recommendation, and continuously improve the quality of high-level certification declaration; Make full use of live broadcast, WeChat WeChat official account, government department websites and other means to interpret and publicize policies, and continuously push and interpret the latest information and policies of science and technology enterprises; Strengthen the follow-up service, and accurately launch high-tech SMEs that meet the requirements and put them in storage in time. In line with the evaluation conditions of small and medium-sized scientific and technological enterprises, enterprises are encouraged to log on to the "Government Service Platform of the Ministry of Science and Technology" (/html/zxbl/) and submit evaluation materials for small and medium-sized scientific and technological enterprises in order to enjoy relevant policies for benefiting enterprises.

(2) Strengthening the management of intermediary institutions. The Provincial High-Enterprise Certification Office will strengthen the verification of the audit agency's authentication report and the audit of the enterprise's declaration information by using the methods of data sharing and big data comparison of departments, and draw the competent business department to publish the blacklist of intermediaries from time to time. Relevant industry associations at all levels and their competent departments should carry out practice inspection, policy training and industry self-discipline education in light of local actual conditions for accounting firms, tax agents' firms, institutions and employees who provide consulting services for high-level enterprises, and further urge relevant institutions to abide by the professional standards and improve their professional level.

(3) Strengthening the main responsibility of enterprise declaration. Enterprises should establish the consciousness of independent declaration, regard the process of declaration and identification as an important opportunity and way to improve the scientific research management level and enhance the core competitiveness of enterprises, and support the internal training of professional teams and full-time personnel to co-ordinate the internal management and identification and declaration of high enterprises. The reporting enterprise shall be responsible for the authenticity of the application materials and the certification matters that inform the commitment. Once found and verified, the provincial high-level enterprise certification office will cancel the high-level qualification of the enterprise in accordance with the relevant provisions of the "Certification Measures", recover the tax reduction and exemption and financial award funds obtained in violation of regulations, and transfer the illegal ones to relevant functional departments for handling.
