Measures for rewarding case work (for Trial Implementation)

In order to further mobilize the enthusiasm of government functionaries in handling cases, improve the efficiency of handling cases, ensure the quality of cases, encourage more cases, major cases and successful cases, and promote the healthy and in-depth development of the anti-corruption struggle, these measures are formulated in accordance with the relevant provisions of the higher authorities.

First, the reward object and conditions

(a) the reward object

The collective that has made achievements and made contributions in the investigation and handling of cases.

(2) Reward conditions

1, the case should be completed within the specified time from the initial verification, filing to investigation, and the facts should be clear, the evidence is conclusive, the qualitative analysis is accurate, the handling is appropriate, the procedures are complete and the procedures are legal.

2, in the investigation and handling of cases, unity and cooperation, strict discipline, integrity, excellent style, strict implementation of party discipline and policies and laws, creative work, and have one of the following conditions of the collective, should be rewarded:

(1) It is difficult to investigate and deal with cases that are complicated and strongly reflected by the masses, and the parties are given heavy punishment;

(2) The investigation and handling of cases has saved significant economic losses for the state and the collective, and the political, economic and social effects are relatively good;

(3) Other outstanding achievements.

II. Types and amounts of awards

(1) Collective Award for Handling Cases

According to the performance and contribution, we set up the collective first prize 1 case, the collective second prize and the collective third prize respectively. The rest are encouragement awards. The specific conditions are:

1. Those who have made outstanding contributions in handling cases, achieved excellent results and achieved good political, economic and social effects will be awarded the first prize;

2. Those who have made great contributions in handling cases and achieved remarkable results will be awarded the second prize;

3. Those who have achieved good results in handling cases will be awarded the third prize.

4, achieved certain results in handling cases, give encouragement award.

Award amount: first prize 1000 yuan; Second prize 800 yuan; Third prize 500 yuan; 300 yuan for encouragement.

(2) Commission Award for Economic Cases

For the investigation and handling of economic cases, one case and one award will be implemented. The bonus standard for the commission award to the investigation team is: for economic cases in which the parties (including units) are punished by party discipline or political discipline, the bonus will be 2% of the collective disciplinary money and 3% of the individual disciplinary money respectively according to the actual recorded amount (after deducting the government regulation); In economic cases where the parties (including units) have not been disciplined, the bonus shall be 1% of the collective disciplinary payment and 2% of the individual disciplinary payment according to the actual recorded amount (after deducting the government regulation). (The investigation team refers to the investigators directly involved in handling the case).

(three) the "two regulations" and "two fingers" stagnation point handling subsidies

The County Commission for Discipline Inspection gives a living allowance of 15 yuan per person per day to those who participate in the "two regulations" and "two fingers" stationed in handling cases (including those transferred from other units).

Third, the establishment of the incentive fund. Source of funds: In investigating and handling cases, 10% of the money and materials confiscated, recovered or ordered to return compensation according to law and discipline will be taken as the reward fund after deducting the government regulation.

V. Others

After the advanced collective handling the case is rewarded, in any of the following circumstances, the reward shall be cancelled and the bonus shall be returned; Those who practise fraud shall be investigated for the responsibility of the reporting personnel and relevant leaders.

1, the main disciplinary facts are found to be inaccurate, and the punishment is changed through review;

2, in violation of the provisions of handling cases, leaking the case, deliberately exaggerating or narrowing the case, resulting in serious damage to the legitimate interests of the units or individuals involved;

3, to report problems, especially major issues, investigators should check and not check or check false.
