I don't think tenderness is directly related to education. The educational level of Japanese and Korean women is higher than that of Chinese mainland. They are more like the identification of their female gender in their bones than the deliberate performance.

Chinese mainland's conservative culture rejects tenderness and romance, which complement each other. For example, the cartoon image of Kawaii is rarely used in fire stations, police stations and hospitals, and is very common in Japan and South Korea. From the shopping mall to every little girl's bedroom, there will be lovely and beautiful girl idol posters around. It is absolutely unacceptable for them to hang beautiful posters in front of the tax bureau of the industrial and commercial bureau.

Another reason may be related to income level and quality of life. Most people in China have low income and high cost of living, and only maintain a level better than adequate food and clothing. Their energy, occupation and working environment are not allowed to dress themselves up as beautiful women.
