Jiang tian zhen Liu Zhang Village, Youai Village, Jiangtian Village, Keming Village and Zhangban Village; Village committees in Donghai Village and Dai Dong Town, Wenwusha Town:

The construction project of Xinfu North Road of Changle Waiwenwu Reclamation Area Development and Construction Co., Ltd. plans to requisition the collective land of your village. According to the Provisions on Hearing of Land and Resources, the Guiding Opinions of the Ministry of Land and Resources on Improving the Compensation and Resettlement System for Land Expropriation and the Notice of the Ministry of Labor and Social Security on Doing a Good Job in Social Security for Land Expropriated Farmers, the relevant matters are hereby notified as follows:

I. Land expropriation

1. Land requisition purpose: the collective land is used for the construction of Xinfu North Road project.

2. Land requisition location: Liu Zhang Village, Youai Village, Jiangtian Village, Keming Village and Zhangban Village in jiang tian zhen; Donghai Village and Daidong Village in Wenwusha Town (see the land survey demarcation map of the four districts for details)

3. Land type, area and ground attachments: The total land acquisition area of this project is 48. 1 132 hectares (72 1.70 mu, including dry land 120.93 mu, orchard 150.90 mu and forest land 235 mu.

1. jiang tian zhen Liu Zhang village land 10.9503 hectares (164.26 mu), including dry land 10.72 mu, woodland 120.75438+0 mu, rural roads 7.62 mu, and protected agricultural land 25.

2. The land of Youai Village in jiang tian zhen is 3.8954 hectares (58.43 mu), including dry land 1.08 mu, orchard 4.32 mu, woodland 42.83 mu, country road 0.83 mu, pit water 4. 14 mu, ridge 0.05 mu and village/kloc-.

3. Jiangtian Zhenjiangtian Village covers an area of 5.8372 hectares (87.56 mu), including 9.23 mu of dry land, 37. 13 mu of orchard, 4.64 mu of woodland, 26.93 mu of country road 1.26 mu of pit water surface and ridge1.

4. The land of Keming Village in jiang tian zhen is 2.3906 hectares (35.86 mu, including 0.3 1 mu of woodland, 0.26 mu of rural roads, 32.2 1 mu of water surface in pits and ponds, 0.07 mu of other grasslands and 2.0 1 mu of villages);

5. The land of Zhangban Village in jiang tian zhen is 3.6262 hectares (54.39 mu, including 5.4 1 mu of dry land, 47.94 mu of forest land, 0.62 mu of country road and 0.42 mu of ridge);

6. The land of Donghai Village in Wenwusha Town is 19.2656 hectares (288.98 mu), including 89.32 mu of dry land, 0.00.26 mu of orchard, 5.60 mu of woodland, 3.8 1 mu of country road, 33.82 mu of pit and pond water surface and 26.52 mu of protected agricultural land.

7. The land of Daidong Village in Wenwusha Town is 2. 1479 hectares (32.22 mu), including 5. 17 mu of dry land, 9. 19 mu of orchard, 0/3.94 mu of woodland, 0.46 mu of pit and pond water surface, and protected agricultural land/kloc.

4. Land acquisition compensation standard and resettlement plan: The land acquisition lump sum fee (including land compensation fee, resettlement subsidy and compensation fee) of this project is 34,320 yuan per mu for dry land, 33,000 yuan for land for villages and scenic spots, 22,000 yuan for garden land, and 20,000 yuan for woodland, country roads, pits and ponds, protective agricultural land, fields, other grasslands, river water surface, inland beaches, sandy land and bare land; Total land acquisition cost 16839447 yuan (including 3438765438 yuan in Liu Zhang village of jiang tian zhen, 0/265438 yuan in Youai village of jiang tian zhen, 2053054 yuan in Jiangtian Zhenjiangtian village and 743330 yuan in Keming village of jiang tian zhen).

Second, the social security of landless peasants

According to the Guiding Opinions of the General Office of Fujian Provincial People's Government on Doing a Good Job in Employment Training and Social Security for Land-expropriated Farmers (No.28 [2008]) and the Notice of the Provincial Labor and Social Security Department and the Ministry of Land and Resources on Doing a Good Job in Social Security for Land-expropriated Farmers (No.349 [2007] of Min Lao She Wen), the contents of social security for land-expropriated farmers in the construction land of this project are hereby notified as follows.

1. Please follow the document number. Changle Municipal People's Government Zong Zheng [2009] 15 1 on the "Trial Measures for Old-age Security for Landless Farmers in the City" (hereinafter referred to as the "Measures"). Land-expropriated farmers organize insurance in villages (community neighborhood committees or village collective economic organizations). After the announcement of land acquisition is made public, the land-expropriated village should calculate whether the per capita cultivated land area conforms to the provisions of the Measures according to the remaining cultivated land area after land acquisition and the number of agricultural population in the village, and according to the age structure of the agricultural population in the village, the villagers' willingness to choose insurance and the financial situation of the village, and formulate the implementation plan for land-expropriated farmers to participate in the old-age security, which will be reported to the office of the leading group for old-age security of land-expropriated farmers for approval by the township government (street office).

2. This project is based on the requirement of "Old-age security must be temporarily reserved according to the standard of 30,000 yuan per mu of expropriated cultivated land" in the document No.349 [2007] of the People's Labor Society.

3. Land-expropriated farmers who meet the minimum living guarantee conditions are included in the minimum living guarantee scope.

4. According to the Implementation Opinions of Fuzhou Municipal People's Government on Expanding the Pilot Work of the New Rural Cooperative Medical System (Rong [2006] 15 1), the rural population (including landless farmers) will be included in the coverage of the new rural cooperative medical insurance in our city. Migrant workers in urban enterprises participate in the basic medical insurance for employees in urban enterprises.

Three, your village should promptly publish this notice in the village, and notify the units and individuals whose land has been expropriated.

4. If the parties have any objection to the ownership, category and area of the land to be requisitioned and the ownership, category and quantity of the ground attachments, the village committee shall, within 5 working days from the date of receiving this notice, submit an application for review to Changle Municipal Bureau of Land and Resources after summary; Land-expropriated farmers have objections to the number, items, standards and financing channels of social security, and the village committee shall submit an application for review to Changle Municipal Labor and Social Security Bureau within 5 working days after receiving this notice. From the date of notification, all the attachments and young crops planted, planted and built on the expropriated land will not be compensated when the land is expropriated.

Five, the villagers' committee and the parties have the right to request a hearing on the proposed land acquisition compensation standard, resettlement plan and social security opinions of landless farmers. If a party considers it necessary to organize a hearing, it shall submit a written application to the village committee, which will summarize it, and submit a written application to Changle Municipal Bureau of Land and Resources and Changle Municipal Labor and Social Security Bureau within 5 working days from the date of receiving this notice. If it is not submitted within the time limit, it shall be deemed as a waiver of the hearing.
