The difference between a proposal and a motion
Deputies to the National People's Congress submit proposals, while CPPCC members submit proposals. The main difference between a proposal and a motion is that a proposal is a written opinion and suggestion, while a motion is a written proposal, which needs to be countersigned to form an effective proposal.
Submission and deliberation of the bill
Deputies to the National People's Congress submit bills before or during the session of the National People's Congress. The bill needs to be jointly signed, and what is submitted in the name of an individual can only be used as a suggestion. The motion will be considered by the special committees, which will hold a meeting every 2-6 months as needed. The motions were put on the agenda of the relevant special committees in the order of presentation. When the agenda reaches the proposal, the proposer will be notified and participate in the discussion until the discussion is over and a draft resolution is formed.
Supervision of bills and access to information
Deputies to the National People's Congress have the right to supervise their own or others' bills to be discussed by the special committees in a timely manner. Deputies to the National People's Congress have the right to obtain all the information related to the bill put on the agenda of the plenary session or the special committee meeting, including those that are state secrets. All county departments are obliged to provide this information. For information belonging to state secrets, deputies to the National People's Congress have the obligation to keep secrets, and relevant discussions are not open to the public.
Mode of participation and discussion order
Deputies to the National People's Congress have the right to propose motions or questions at any time of the year, including requesting the establishment of an investigation committee to investigate related issues. The motions were put on the agenda of the relevant special committees in the order of presentation. If it is necessary to change the discussion order of the bill, it needs to be agreed by the majority of all members of the special Committee. The proposer will be notified and participate in the discussion until the discussion is over and a draft resolution is formed. This form of participation is called "temporary participation".
