Interim Provisions on Yongjunyoushu Work in Yanbian Korean Autonomous Prefecture
Article 1 In order to further strengthen the work of yongjunyoushu, and promote the unity between the army and the government, the army and the people, these Provisions are formulated in accordance with the Regulations on Pension and Preferential Treatment for Soldiers, Several Provisions of Jilin Province on yongjunyoushu and other relevant laws and regulations, and combined with the actual situation of our state.
Article 2 Servicemen of China People's Liberation Army (hereinafter referred to as "servicemen"), disabled soldiers, demobilized soldiers, veterans, survivors of revolutionary martyrs living in our state, survivors of soldiers who died in the line of duty, survivors of deceased soldiers and families of servicemen enjoy preferential treatment in accordance with these provisions.
Article 3 The principle of combining government and society shall be implemented in the work of supporting the army and giving priority to its families, and the units and individuals related to the work of supporting the army and giving priority to its families in the state shall abide by these provisions.
Article 4 People's governments at all levels should strengthen their leadership over the work of supporting the army and its dependents, hold regular meetings on supporting the army and its dependents, discuss and decide on major issues concerning the work of supporting the army and its dependents, increase investment in military supply stations directly serving the army, veterans' mental hospitals, glorious institutes and martyrs' cemeteries, and improve relevant infrastructure. On major festivals, anniversaries and other important times, we should often visit and express our condolences to the garrison units to help solve practical difficulties.
Article 5 People's governments at all levels and relevant departments should fully support the troops in completing combat readiness training, drills, tests and other tasks, and help solve the supply problems of grain, oil, coal, water, electricity, gas and other difficulties. Land requisition for military training, living and construction needs to be given priority, and the minimum standards shall be implemented for requisition fees and other construction approval fees.
Article 6 People's governments at all levels and relevant departments shall strictly implement the Law on the Protection of Military Facilities. If the development and construction involves military facilities, the opinions of the troops should be sought in advance and resolved through consultation. Those who destroy military facilities, steal military supplies and make trouble in military camps should be dealt with severely according to law.
Article 7 People's governments at all levels should establish consultation service stations to safeguard the legitimate rights and interests of military families, and coordinate the judicial departments to give priority to and properly solve "military-related cases" on the principle of facilitating the military.
Article 8 Servicemen shall have the priority to buy bus tickets, train tickets and plane tickets with valid certificates and disabled soldiers's disabled soldiers Certificate of the People's Republic of China. Among them, disabled soldiers enjoys the preferential treatment of 50% reduction of normal fares, and the certificate is free to ride in the city's public cars (except vans).
Servicemen and disabled soldiers who visit parks, museums and other places will be exempted from tickets with their military officer's card, soldier's card and revolutionary disabled soldiers card.
Article 9 Servicemen who have been commended and awarded first-class merit by organs at or above the military region in support of local construction and emergency rescue and disaster relief work shall be given priority in resettlement if they stay in the state when they are demobilized.
Tenth active servicemen who have made meritorious service in the army can be given certain material rewards by the township (town), the street and the unit where their families belong. The county (city) people's government of a foreign serviceman stationed in Yan 'an should issue a certain amount of solatium if his family is affected.
Eleventh conscripts in active service, the local county (city) people's government to give preferential payments to their families. The standard of preferential payments for the families of conscripts in agricultural registered permanent residence is not lower than the actual per capita income of farmers in the local township (town) last year. The urban hukou shall be implemented in accordance with the relevant provisions of the state, and the preferential payments shall be solved by the local government or society as a whole. During the period of resettlement of urban ex-servicemen, the county (city) people's government shall pay living allowance in accordance with the minimum living guarantee standard for residents of local cities (towns).
Twelfth urban conscripts discharged from active service, to "non-agricultural preferential resettlement certificate" to give resettlement. I voluntarily apply for self-employment. If I meet the requirements, the county (city) people's government will give me a one-time economic compensation of at least 6,000 yuan to 8,000 yuan.
Article 13 Rural conscripts who have rendered meritorious service in the army are entitled to preferential payments in the current year. On this basis, according to the honorary certificates of merit I, II and III issued by the army, additional preferential payments will be made according to100%, 50% and 30% of the local rural living expenses in the previous year. For urban conscripts who have made meritorious service in the army, according to the honorary certificates of first-,second-and third-class merit awarded by the army, 30%, 20% and10% of the consumption expenditure standard of the local town in the previous year will be given additional preferential payments.
Fourteenth retired soldiers who have won the first and second class merit in the army and have been commended by organs at or above the military region shall be given priority in resettlement if they meet the resettlement policy. Retired soldiers in cities and towns who are self-employed voluntarily enjoy a one-time economic compensation issued by the local people's government, and an additional 20% will be issued on this basis.
Fifteenth meet the resettlement conditions and I voluntarily apply for self-employment, where the county (city) labor and social security departments for unemployment registration, free of charge to provide skills training. Self-employed urban retired soldiers who engage in self-employment (except for construction, entertainment, advertising, sauna, massage, Internet cafes and oxygen bars) shall be exempted from business tax, urban maintenance and construction tax, education surcharge and personal income tax within three years from the date of receiving the tax registration certificate.
Article 16 If the disabled soldiers in rural areas, demobilized soldiers, veterans, survivors of martyrs, survivors of soldiers who died in the line of duty, survivors of deceased soldiers and other key entitled groups have real difficulties in life, and they apply for urbanizing, they shall go through the formalities of urbanizing, and give priority to the procedures of minimum living guarantee for urban residents, and those who meet the conditions shall be included in the scope of medical insurance for urban residents.
Seventeenth conscripts during their service, local housing arrangements must be included in the housing population. When the rural entitled groups build houses, the township (town) and the land and resources department give priority to preferential arrangements.
Article 18 When allocating housing to the units where the families of officers and non-commissioned officers who are not accompanying the army are located, they should be treated as dual employees. Where the unit has no housing capacity, priority should be given to providing housing provident fund.
Article 19 For families of officers who meet the requirements of being embedded in the army, the labor and personnel departments shall arrange them according to the principle of professional matching and convenient living, and shall not arrange them in enterprises that have stopped production or semi-stopped production. Children of officers in active service are given priority in local recruitment under the same conditions.
Twentieth dependents of self-employed, the relevant departments should actively create conditions for them, give priority to handling, free of related expenses within three years.
Twenty-first children of active servicemen should be given priority in kindergarten and school according to the principle of convenience nearby, and the specific plan should be formulated by the county (city) education department. Children of soldiers who sacrificed their lives in the line of duty, children of deceased soldiers, children of 1 to-4 revolutionary disabled soldiers will be admitted with 10 points lower when they apply for ordinary high schools and secondary vocational schools, and children of servicemen will be admitted with 20 points lower when they apply for ordinary high schools and secondary vocational schools. At the same time, they will not be allowed to charge any fees other than those stipulated by the provincial people's government.
Article 22 When family members of border guards visit relatives on vacation, they will be given 15 days holiday on the basis of the prescribed holiday. If a soldier can't visit relatives for vacation because of work, his family members can take an additional vacation, and the unit where he works will pay his salary as usual.
Twenty-third eligible demobilized military cadres, people's governments at all levels and departments should actively accept the resettlement, to ensure the completion of the resettlement task. Demobilized military cadres who hold leadership positions at or above the regimental level and have served for a minimum period of time are generally assigned corresponding leadership positions. If there are difficulties, they can be assigned corresponding non-leadership positions.
Twenty-fourth the provisions shall be implemented as of the date of issuance. Other conditions can be implemented with reference to the relevant documents that have been issued.
