Exploration right refers to the right to explore mineral resources. Mining right refers to the right of mining enterprises to exploit, utilize, benefit and manage mineral resources in accordance with the law. One is exploration and the other is mining, and their nature is different.

Legal objectivity:

Article 16 of the Detailed Rules for the Implementation of the Mineral Resources Law of the People's Republic of China enjoys the following rights: (1) Conduct exploration in accordance with the area, time limit and working object specified in the exploration license; (2) Erecting power supply, water supply and communication pipelines in the exploration operation area and adjacent areas, but the original power supply, water supply facilities and communication pipelines shall not be affected or damaged. Article 30 of the Detailed Rules for the Implementation of the Mineral Resources Law of the People's Republic of China enjoys the following rights: (1) to engage in mining activities in accordance with the mining scope and time limit stipulated in the mining license; (two) to sell mineral products on their own, except for mineral products that are uniformly purchased by designated units in the State Council.
