We should go through the procedures of legal person qualification, access to road motor vehicle production enterprises, and access to road motor vehicle products.

According to the provisions of Chapter II of the Measures for the Administration of Road Motor Vehicle Production Enterprises and Product Access:

Article 5 To apply for access to road motor vehicle production enterprises, the following conditions shall be met:

(1) Having the qualification of a legal person;

(two) in accordance with the relevant provisions of the state on investment management to complete the investment project procedures and construction;

(3) Having a place, funds and personnel suitable for engaging in production activities;

(4) Having the ability of product design and development, production capacity, production consistency assurance capacity and after-sales service guarantee capacity, etc. which are suitable for engaging in production activities;

(5) Other conditions stipulated by laws, administrative regulations and rules.

Article 6 To apply for access to road motor vehicle products, the following conditions shall be met:

(a) access to road motor vehicle production enterprises;

(2) The road motor vehicle products produced can meet the technical standards of safety, environmental protection, energy saving and theft prevention and the safety technical conditions formulated and issued by the Ministry of Industry and Information Technology;

(3) Other conditions stipulated by laws, administrative regulations and rules.

Materials to be submitted by production enterprises and product access:

First, to apply for access to road motor vehicle production enterprises, the following materials shall be submitted to the Ministry of Industry and Information Technology:

1, application for access of road motor vehicle manufacturing enterprises (the demonstration text is produced and published by the Ministry of Industry and Information Technology);

2, according to the relevant provisions of the state investment management documents to complete the formalities of investment projects;

3. A copy of the articles of association and business license stamped with the official seal of the enterprise;

4, signed by the legal representative of the enterprise to carry out road motor vehicle product production commitment.

Two, apply for road motor vehicle product access, shall submit the following materials to the Ministry of industry and information technology:

1, road motor vehicle products and categories, characteristics, technical functions, etc.;

2. Main technical parameters of road motor vehicle products, including parameters representing the basic characteristics of road motor vehicle products, parameters and pictures related to the safety, environmental protection, energy saving and anti-theft performance of road motor vehicle products, etc.

3. Inspection data of road motor vehicle products, including statistical tables of inspection items, descriptions of sample vehicles, inspection reports issued by inspection and testing institutions, etc. (inspection reports of road motor vehicle products and parts listed in the compulsory product certification catalogue can be replaced by compulsory product certification certificates);

4. Explanatory materials on the legal use of the trademark of road motor vehicle products (provided only when applying for the access of road motor vehicle products containing the trademark for the first time), environmental protection information disclosure of road motor vehicle products according to law and other materials.
