I. Legal basis
1, Article 12 of the Regulations on Construction Management in Sichuan Province (1996. 10): "Enterprises and institutions outside the province and abroad engaged in construction activities within the administrative area of Sichuan Province must hold qualification certificates and relevant certificates issued by the construction administrative department of the local provincial people's government or relevant departments in the State Council, and go through the qualification verification procedures at the construction administrative department of the provincial people's government."
2. Item (3) of Article 17 of Opinions of Sichuan Provincial People's Government on Strictly Standardizing the Bidding Work of State-invested Construction Projects (Chuanfufa [2004]11No.). 2007 14): "If a bidding agency from outside the province comes to Sichuan to practice, it shall go through the filing formalities at the Provincial Construction Department";
3. Notice of the Department of Housing and Urban-Rural Development of Sichuan Province on Printing and Distributing the Measures for Supervision and Management of Contracting Business of Construction Enterprises Outside Sichuan Province (J.F. [2014] No.6).
Second, the application conditions
1, a bidding agency with independent legal personality, whose enterprise is located outside the administrative area of Sichuan Province, has obtained the qualification certificate of project bidding agency according to law, and plans to undertake bidding agency business in our province;
2. Our province has established a management team, which has "three fixings", namely, fixed management personnel, fixed office location and fixed contact telephone number;
3. The person in charge of technology in Sichuan should have senior professional title, registered professional qualification for engineering construction and Certificate of Bidding Practitioners for Engineering Construction Projects in Sichuan Province;
4. There shall be no less than 65,438+00 full-time personnel who have obtained the Certificate of Bidding Practitioners for Engineering Construction Projects in Sichuan Province (including no less than 5 persons with registered qualifications for engineering construction and no less than 2 registered cost engineers with registered qualifications).
Third, the application materials
1. The Registration Form (A4 page) for Verification of Contracting Business of Foreign Bidding Agencies in Sichuan Province, which was downloaded from the portal of the Sichuan Provincial Department of Housing and Urban-Rural Development and stamped with the official seal of the applicant, was made in duplicate and entered the management system of bidding agencies in Sichuan Province. );
Letter of introduction issued by the provincial administrative department of housing and urban and rural construction in the place where the enterprise is registered;
3. The original and photocopy of the business license (copy) and qualification certificate (copy) of the enterprise; To set up a branch in Sichuan, it is necessary to provide the original and photocopy of the business license (copy) and tax registration certificate (copy) of the branch;
4. The post-holding documents and original and scanned ID cards of the person in charge of business in Sichuan, the post-holding documents and original and scanned ID cards of the person in charge of technology in Sichuan, the Sichuan construction project bidding practice certificate and its registered qualification certificate of the full-time personnel in Sichuan, and the original registered practice qualification certificate (note: the scanned and photocopied documents need to be stamped with the official seal of the enterprise);
5. Proof of fixed office address in Sichuan (real estate license or house lease contract);
6. If the name, qualification grade, personnel in Sichuan, office address and fixed telephone number of enterprises outside the province are changed, it shall be changed at the Provincial Department of Housing and Urban-Rural Development within 30 days, and the change procedures shall be handled;
7. When the verification registration is renewed, except for the change of the original verification registration content, all kinds of documents that have been approved will no longer be provided. The renewal of the verification registration requires the proof of the performance in Sichuan in the previous year and the inquiry website;
