Projects that promote the research and development and industrialization of innovative diagnostic and therapeutic varieties in novel coronavirus will be given priority in examination and approval and support, and will be rewarded with an upper limit of1000000 yuan upon confirmation.

8. Accelerate the realization of special financial support funds. For the above-mentioned enterprises that meet all kinds of policy requirements, priority will be given to cashing the relevant financial support funds in the first quarter.

9. Fully support and organize all kinds of production enterprises to resume production. All units in the district form a joint effort to serve enterprises, give guidance to enterprises that have resumed work to strengthen prevention and control measures, help to prevent and control material production enterprises and enterprises that are greatly affected by the epidemic, and coordinate their raw material supply, logistics and transportation, prevention and control of material security, labor and trade disputes and other issues. For enterprises whose foreign trade orders are affected, assist in issuing force majeure factual certificates. Conduct special research to support enterprises that encounter special difficulties during the epidemic.

10. Strengthen labor employment guidance and service for enterprises. If enterprises temporarily increase employment during the period of returning to work, build a communication platform between enterprises for supply and demand, realize the effective allocation of human resources in a short period of time, and do a good job in guiding and coordinating labor relations.

Minhang District will continue to optimize administrative examination and approval, intensify the efforts of "one network to run" and standardize administrative law enforcement. Eligible enterprises shall apply to relevant departments and units before April 30, 2020. If the central and municipal governments issue relevant support policies after the release of this policy, they shall follow the superior policies.
