The plenary session made systematic arrangements for comprehensively deepening reform, emphasizing upholding and improving the basic economic system, accelerating the improvement of the modern market system, accelerating the transformation of government functions, deepening the reform of the fiscal and taxation system, improving the integrated system and mechanism of urban and rural development, and building an open New economic system, strengthen the construction of socialist democratic political system, promote the construction of China under the rule of law, strengthen the restriction and supervision system of power operation, promote the innovation of cultural system and mechanism, promote the reform and innovation of social undertakings, innovate the social governance system, accelerate the construction of ecological civilization system, deepen National defense and military reform, strengthening and improving the Party’s leadership in comprehensively deepening reforms.

The plenary session proposed that the basic economic system with public ownership as the main body and the simultaneous development of multiple ownership economies is an important pillar of the socialist system with Chinese characteristics and the foundation of the socialist market economic system. Both the public-owned economy and the non-public-owned economy are important components of the socialist market economy and are important foundations for my country's economic and social development. We must unswervingly consolidate and develop the public-owned economy, adhere to the dominant position of public ownership, give play to the leading role of the state-owned economy, and continuously enhance the vitality, control and influence of the state-owned economy. We must unswervingly encourage, support, and guide the development of the non-public economy and stimulate the vitality and creativity of the non-public economy. It is necessary to improve the property rights protection system, actively develop the mixed ownership economy, promote state-owned enterprises to improve modern enterprise systems, and support the healthy development of the non-public economy.
