During the Qin and Han Dynasties, in the first year of Hanwang Liu Bang (206 BC), Xiang Yu divided the Guanzhong area into three parts, named Zhang Han as Wang Yong, Dong Kun as Zhaiwang, and Sima Xin as Wang Sai, which led Xianyang to the Yellow River in the east and made Xiangyang its capital. Liyang County was established in the 11th year of Qin Xiangong (the first 374 years). The county was named after the capital, which was the earliest county-level organizational system in China. The county government is the same as Liyang, the capital city, and its jurisdiction is about the Weihe River in yanliang district and Lintong County today. In the Qin Dynasty, literature and history were established, which governed the counties of Gyeonggi, and Liyang County was included in the literature and history.
In the tenth year of Emperor Gaozu's reign (BC 197), Liu Bang buried his father in the northern tableland of Liyang (now Jingshan tableland), calling his tomb Wannian Mausoleum, that is, Wannian County was set as the mausoleum in Queer Yangcheng, which was under the jurisdiction of Liyang two counties in the same city, and the jurisdiction was about the western area of Yanliang and the northwest of Lintong County. Liyang and Wannian belonged to Zuo Fengyi in the Western Han Dynasty.

In the first year of Jianwu in the Eastern Han Dynasty (25 years), Liyang County was abolished and its jurisdiction was transferred to Wannian County. The jurisdiction of Wannian County extends to the whole territory of yanliang district and the Weihe River in Lintong County, which still belongs to Zuo Fengyi.
In the first year of Huang Chu in the Wei Dynasty (220), Wannian County was changed to Jingzhao County, and the county administration and jurisdiction remained unchanged.
During the Southern and Northern Dynasties, Yan County was established in the southeast of Wannian County (near Jiaokou Town today) in the 22nd year of Emperor Xiaowen of the Northern Wei Dynasty (498). In the first year of Jingming in the Northern Wei Dynasty (500 years), Yangguang County (now Liyang Town) was located in the north of Wannian County. In the second year of Ming Di in the Northern Zhou Dynasty (558), Wannian County and Yanzhou County were merged into Yangguang County, and the county government moved to the old Wannian County, which is now Wutun Township. Yangguang County governs today's yanliang district and the west of Lintong County, north of Weihe River. During the Northern and Southern Dynasties, Wannian County belonged to Fengyi County, and Yangguang County belonged to Zuofengyi.
In the first year of Sui Renshou (60 1), in order to avoid the anonymity of the Prince, the county was changed to Wannian County, and its jurisdiction still belonged to Jingzhao County.
In the first year of Tang Wude (6 18), Wannian County was changed to Liyang County, and the county was moved to Liyang Town. In the second year of Wude (6 19), Pingling County was changed to Suyi County, and the governing county was near Suyi Temple in Kangqiao Township, and its jurisdiction was about yanliang district. In the eighth year of Zhenguan (634), Suyi County was abolished and merged into Liyang County. During the Tang Wude period, Liyang County, Pingling County and Suyi County all belonged to Yongzhou, and Wu Zetian was canonized as Hongzhou in the second year (69 1). In the first year of Dazu of Wu Zetian (70 1), Hongzhou was abolished and Liyang belonged to Huazhou. During the Song and Jin Dynasties, Liyang County was under the jurisdiction of Jingzhao Prefecture.
In the fourth year of Mengyuan (1267), the jurisdiction of yanliang district and Liyang County merged to form Lintong County. From then on, after Yuan, Ming, Qing and Republic of China, until the establishment of People's Republic of China (PRC) and the establishment of the district in August 1966, yanliang district now belongs to Lintong County.
At the beginning of the Wanli period of the Ming Dynasty, the People's Hall was established in Guanshan Town.
