I. Process of Agricultural Land Conversion (approved by Pingdingshan Municipal Government)

1. Project establishment and feasibility study. Provided by the land unit. (The time is determined by the land unit)

2. Land measurement. The Municipal Bureau of Natural Resources and Planning and the land-using unit will conduct on-site survey and confirmation with the people of villages and towns (streets) and village groups, and prepare a land survey and demarcation report (3 days, with a relatively long land area).

3. hearing. Led by the land unit, the Municipal Bureau of Natural Resources and Planning will hold a hearing in conjunction with townships (streets) and village groups. (1 day)

4. The Planning Section of the Municipal Bureau of Natural Resources and Planning applies for the annual construction land planning index to the Usage Control Section of Pingdingshan Municipal Bureau of Natural Resources and Planning, and at the same time files it with the Provincial Department of Natural Resources. 5. Group papers. The Farming and Protection Division of the Municipal Bureau of Natural Resources and Planning has drawn up the "one book and two plans" (construction land reporting instruction, agricultural land conversion plan and supplementary cultivated land plan), as well as the municipal government's request for instructions and review opinions on agricultural conversion. 4. The municipal government issued an announcement on the compensation scheme for land acquisition and resettlement. The announcement time is not less than 30 days. 5. Sign the land acquisition compensation and resettlement agreement. Villages and towns (streets) and landless rural collective economic organizations and landless farmers signed resettlement compensation agreements respectively. (The time is determined by the township and street)

Three, the transfer of land use rights (listing) procedures

2. Land measurement. 5. Land price consultation. Members of the Municipal Land Management Committee will conduct on-the-spot reconnaissance of the specific land parcel, and hold a land price meeting after the consent of the main leaders. (Time to be determined)

6. Report to the municipal government for approval. The Reserve Center of the Municipal Bureau of Natural Resources and Planning drew up a land transfer plan and submitted it to the Legal Affairs Department of the municipal government for review before issuing the approval document. Four, the land use right allocation procedures

2. Land measurement. Led by the land-using unit, the Municipal Bureau of Natural Resources and Planning organized the Planning Department, Cadastral Department and other departments to conduct on-site survey in conjunction with towns (streets) and village groups, and prepare the land survey and demarcation report. 3. Go through the EIA procedures. The land-using unit shall, jointly with the environmental protection department, go through the EIA procedures. (The time is determined by the land unit)

4. Apply for land use planning permit. The land use unit shall provide relevant information to apply for a land use planning permit to the Land and Space Planning Section of the Municipal Natural Resources and Planning Bureau. (2 days)

5. Group examination. The Utilization Section of the Municipal Bureau of Natural Resources and Planning, together with the Farming and Conservation Section, the Land Use Section, the Planning Section, the Cadastral Section and the Legal Affairs Section, will draw up a land allocation and land supply plan.

6. Report to the municipal government for approval. The utilization section of the Municipal Natural Resources and Planning Bureau will submit the proposed land allocation plan to the Legislative Affairs Office of the municipal government for review and approval. (Time to be determined)

7. Issue the land allocation decision. The utilization section of the Municipal Natural Resources and Planning Bureau publicized the land supply plan approved by the municipal government on the websites of the Ministry of Natural Resources and the Provincial Department of Natural Resources, and publicized the land allocation decision issued by the Municipal Natural Resources and Planning Bureau. 8. apply for a real estate certificate.
