County-level education administrative departments and primary and secondary schools should set up corresponding organizations to effectively strengthen the organization and leadership of enrollment work.

Five, ordinary high school enrollment methods

(A) enrollment plan

1, special student program. Provincial and municipal demonstration high schools can recruit a small number of special students in sports, music, fine arts and scientific and technological innovation. In principle, the number of enrollment plans for special students should be controlled within 5% of our enrollment plan (the enrollment plan for special students in characteristic education experimental schools can be relaxed to 15%).

2. Indicator student plan. 50% of the enrollment plans of provincial-level demonstration ordinary high schools and provincial-level characteristic education experimental schools in the city are used as indicator students' plans and distributed to junior high schools in relevant areas in a balanced way. Five provincial-level demonstration ordinary high schools (Xiangtan No.1 Middle School, Xiangtan No.2 Middle School, Xiangtan No.3 Middle School, Xianggang No.1 Middle School and Ji Xiang Middle School) in the urban area are evenly distributed to all junior high schools in the urban area. Xiangtan County, Xiangxiang City and Shaoshan City respectively formulated the enrollment implementation plan for the index students of provincial-level demonstration ordinary high schools (including provincial-level characteristic education experimental schools) in the region, and issued the index student plan to junior high schools in the region according to 50% of the enrollment plan for provincial-level demonstration ordinary high schools (including provincial-level characteristic education experimental schools). Index students are not allowed to recruit across regions. When the number of students assigned to a junior high school is less than 1, the 1 indicator must also be issued.

3. Direct birth plan. In order to actively promote the coordinated development of junior high school education, the direct enrollment method has been implemented. Complete middle schools, high schools and high schools affiliated to Education Group recruit 10% of the total number of junior high school graduates as direct students.

4. Independent enrollment plan. In order to actively explore the diversification of enrollment modes in ordinary high schools, an independent enrollment plan is set up.

(1) According to the influence of Xiangtan No.1 Middle School, one of the "Top 100 Schools in China" outside the city, Xiangtan No.1 Middle School recruited 55 students from outside the city who did not take the Xiangtan senior high school entrance examination. Xiangtan No.1 Middle School is guided by Xiangtan Education Bureau to formulate the implementation measures for independent enrollment, and is organized and implemented by Xiangtan No.1 Middle School under the guidance of the municipal and county education administrative departments.

(2) According to the special geographical location of Xiangtan No.18 Middle School, Xiangtan No.18 Middle School enrolled 50 students who did not take the Xiangtan senior high school entrance examination. The Municipal Education Bureau will guide Xiangtan No.18 Middle School to formulate measures for the implementation of independent enrollment, which will be organized and implemented by Xiangtan No.18 Middle School under the guidance of the Municipal Education Bureau.

(3) According to the actual situation of offering Japanese in some classes in Xiangxiang No.2 Middle School, Hunan Special Education Experimental School, Japanese classes in Xiangxiang No.2 Middle School are voluntarily promoted to senior high schools offering English, and students studying in other ordinary high schools take the unified English test for the senior high school entrance examination in the city, fill in their enrollment wishes and participate in the unified admission of ordinary high schools in the city; Students who volunteer to study Japanese in Xiangxiang No.2 Middle School will take the Japanese test in the senior high school entrance examination (the Japanese test will be set, tested and graded by Xiangxiang Education Bureau), fill in the Japanese learning volunteers in Xiangxiang No.2 Middle School, and be promoted to Japanese classes in Xiangxiang No.2 Middle School according to a certain proportion. Xiangxiang City Education Bureau formulated the implementation measures for Japanese class enrollment, which was organized and implemented by Xiangxiang City Education Bureau under the guidance of the Municipal Education Bureau.

(2) Voluntary reporting

1, set voluntarily

Ordinary high school enrollment volunteers are divided into four categories: direct student volunteers, index student volunteers, special student volunteers and regular admission volunteers.

(1) Volunteer to be a direct student. All pre-recorded straight students can only fill in the volunteers of pre-recorded ordinary high schools, and they are not allowed to fill in the volunteers of any other ordinary high schools, nor can they participate in the admission of other ordinary high schools.

(2) Indicator students volunteer. Set a volunteer in the volunteer column of the indicator student. Only junior high school graduates who are qualified for further studies and have studied in the same school for three years can participate in the voluntary reporting of index students. Previous students, students who have turned back halfway and candidates who have withdrawn from the pool in different places cannot participate in the voluntary reporting of the index students. Candidates who have been publicly reported by junior high schools with the qualification of index students can choose a provincial-level demonstration ordinary high school to report the index students' volunteers in the designated area. If they don't fill in the volunteers' volunteers within the specified area, the volunteers' volunteers will be invalid. Candidates in urban junior high schools can choose any model ordinary high school directly under the city to fill in the volunteers of the index students. Candidates from Xiangtan County, Xiangxiang City and Shaoshan City can choose 1 school from the provincial model ordinary high schools or provincial characteristic education experimental schools in their respective counties (cities) to volunteer as indicators. Students who are willing to enjoy the treatment of index students must fill in the corresponding school as "Volunteer One" in the regular admission volunteer column. If the student's volunteer is inconsistent with the "Volunteer One" of the provincial model ordinary high school, the student's volunteer is invalid.

(3) Special students volunteer. There is a volunteer in the volunteer column of special students. Candidates who apply for provincial and municipal model ordinary high school special students must fill in the corresponding school as "Volunteer One". Once admitted, the city's model ordinary high school special students will no longer participate in the unified enrollment of provincial and municipal model ordinary high schools.

(4) regular admission. Regular admission volunteers are set up in two parallel provinces, two parallel cities and two parallel ordinary high schools.

Candidates who are unwilling to attend provincial model ordinary high schools but only willing to enter the municipal model ordinary high schools may not fill in the provincial model ordinary high schools. Candidates who are unwilling to attend provincial and municipal demonstration senior high schools and only want to enter ordinary high schools are not allowed to fill in provincial and municipal demonstration senior high schools.

Step 2 fill in the volunteer requirements

(1) Schools must fully respect candidates' right to fill in their volunteers, and must not prevent, restrict or induce candidates to apply for this school or other schools for any reason, nor can they sign so-called volunteer agreements with students in a promised way. It is strictly forbidden for schools and teachers to fill in volunteers or change candidates' volunteers instead of candidates. If the school infringes on the rights and interests of students and causes losses, the school shall bear the responsibility.

(2) Our bureau uniformly compiled and published the Xiangtan City High School Registration Guide, which was distributed to junior high school graduates in the city free of charge.

(3) Before filling in the volunteers, candidates must fully solicit the opinions of their parents, carefully read the enrollment publicity materials of the schools they apply for, and learn more about the school-running nature (public and private), school-running category (provincial model ordinary high schools, municipal model ordinary high schools and ordinary high schools), school-running status, school-running location, application requirements, enrollment plan and charging standards, and the enrollment policy of the Municipal Education Bureau, and fill in the volunteers carefully according to their own conditions, not blindly. All the consequences and responsibilities caused by volunteering to fill in unqualified information shall be borne by the candidates themselves.

(4) Once the candidates' volunteers are filled in, no department or individual may modify them.

(5) Candidates fill in their volunteers in the examination room of junior high school graduation examination according to the requirements on the volunteer card, and the filling time is between 4: 30 and 5: 00 pm on June 18. Failing to fill in the volunteers or failing to fill in the volunteers as required, resulting in invalid volunteers, will be regarded as giving up the admission qualification of ordinary high schools. The filled volunteer cards are sorted and bagged by the invigilator in different examination rooms, sealed and submitted to the scanning point of the answer card together with the answer card for junior high school graduation examination.

(3) Admission

1, admission basis

The main basis for the admission of new students to ordinary high schools in this city is as follows:

2. Admission method

(1) Generate admission database

According to the principle of comprehensive quality evaluation, art senior high school entrance examination results and so on, the candidates' senior high school entrance examination results and preferential scores are sorted cumulatively. According to 105% of the city's general high school enrollment plan, the lowest control score line of the city's ordinary high schools is delineated to generate a new student enrollment database. All ordinary high schools must enroll new students in the new student enrollment database. The minimum admission scores of special students, direct students and index students are implemented with reference to the minimum admission control scores of ordinary high schools in this city.

Index student admission. Index students are admitted from high score to low score according to the number of plans allocated by provincial model ordinary high schools. After being admitted, the index students will no longer participate in the admission of other ordinary high schools. If the index students do not meet the requirements, they will participate in the unified recruitment and voluntary admission with other students on a voluntary basis.

Admission of special students. Demonstration high schools in various provinces and cities recruit a certain number of special students, and their enrollment plans and technical examination plans are reported to the education administrative department for the record. The enrollment and professional testing of special students are organized by the enrollment school. After the enrollment school organizes the special students' professional test fairly and justly, it will determine the online list of special students' professional test according to the ratio of 1: 1.5, and submit the list to the Basic Education Department of our bureau before May 26th. Schools that fail to submit the list within the time limit are regarded as giving up the admission index of special students of the school. According to the enrollment plan of special students, special students are admitted from high score to low score in the online list of professional tests. The incomplete enrollment plan for special students is included in the unified recruitment plan.

Regular enrollment. According to the provincial model high schools, municipal model high schools and ordinary high schools, they are all admitted to parallel volunteer. Parallel volunteer's admission principle is "score first, follow the will". First, rank the candidates' total scores from high to low, and then search candidates' volunteers in turn. As long as the searched voluntary schools meet the admission requirements, they will be admitted to the school. When the scores of multiple students are the same, the principle of the same score comparison is adopted to find out the priority order. ① Compare the total scores of Chinese, mathematics and foreign languages; ② Compare the scores of subjects in the order of Chinese, mathematics, foreign languages, physics, chemistry, ideology and morality, history, geography and biology, until the priority is found.

After the unified enrollment is completed, the schools with incomplete enrollment plans will be re-enrolled. Only students who have participated in the junior high school graduation examination in this city and have not been admitted to any school are admitted.

3. Admission and registration time

The city's ordinary high school enrollment registration work must be completed within the specified time under the leadership and organization of the education administrative departments at the city and county (city) levels. The specific arrangements are as follows:

Six, secondary vocational school enrollment measures

(A) enrollment targets

Secondary vocational schools mainly recruit fresh junior high school graduates, as well as previous junior high school graduates, ordinary high school graduates who have not entered higher education, urban and rural workers and retired soldiers.

(2) Enrollment plan

According to the actual capacity of the school and the enrollment situation in the past three years, all vocational schools scientifically formulate enrollment plans for various majors. Vocational education and continuing education departments shall make overall plans for the enrollment of secondary vocational schools in the city according to the professional settings of all vocational schools in the city. All vocational schools and majors must complete the prescribed enrollment plan, but the actual enrollment shall not exceed 5% of the planned enrollment.

(3) Enrollment publicity

Vocational colleges and majors that meet the laws and policies and have the qualifications for secondary vocational schools are publicized in Xiangtan Daily, and the running situation of each school and the construction of each major are introduced in the enrollment management platform of the Education Bureau of senior high school. All junior high schools in the city should cooperate with and support units with enrollment qualifications to carry out publicity.

(4) Voluntary service

Junior high school graduates fill in their volunteers at the graduation school, while secondary vocational schools and ordinary high schools fill in their volunteers at the same time. Volunteers in secondary vocational schools are divided into three categories: national reform and development demonstration schools, provincial demonstration schools and ordinary vocational schools. Students can fill in 1 volunteer in each of the three types of schools according to their own wishes.

(5) Unified admission

After delineating the lowest control line of ordinary high schools in the city, scan the volunteer card of secondary vocational schools and enroll them strictly according to their wishes. System admission is from high to low according to test scores. Students can log on to the admissions website to check the admission status. On July 1 1- 15, the admitted candidates will go to the admitted school for registration confirmation according to relevant requirements. Previous junior high school graduates, previous ordinary high school graduates, urban and rural laborers and retired soldiers can directly apply for secondary vocational schools with their academic qualifications and ID cards.

(6) Unified registration

Strictly implement the six "prohibitions" of student status management. All schools should timely and accurately fill in the student status information in the national student management information system of secondary vocational schools and the student status management system of secondary vocational schools in Hunan Province within the specified time.

(7) Reasonable adjustment

If the student's volunteer information is not accepted by bye, please fill in the volunteer collection at the Vocational Education and Continuing Education Section of the Education Bureau on July 20th. Seven, compulsory education school enrollment measures

(2) Standardize the admission procedures.

Implement the relevant requirements of the Municipal People's Government on "destocking" of commercial housing and adhere to the principle of "consistency among households". Parents or other legal guardians of students shall register at the school to be enrolled with valid certificates prescribed by the administrative department of education. The education administrative department and the schools in compulsory education stage will send the admission notice of children who should receive compulsory education to their parents or guardians before August 15 to urge them to enter school on time.

Private junior high schools should give priority to receiving local students and migrant children who are interested in attending private schools. Students who wish to enter private junior high schools can submit application forms or register at the private schools' websites. Every student applies for 1 private junior high school, and the registration time is from May 20th to June 10. Private junior high schools determine the admission targets fairly by consulting students' growth records. Admission time is June 10 to 20. After the private junior high school admission, the admission list will be submitted to the education administrative department and the basic education department of our bureau before July 4.

3. Admission of public junior high school freshmen. The enrollment of public junior high schools is carried out in the way of "relatively nearby, free of entrance examination". Public junior high schools must recruit students in the divided areas, and the specific plan shall be formulated by the competent education administrative department. Public junior high school freshmen need to review their parents' or other legal guardians' ID cards, household registration books, real estate licenses and primary school graduates' registration forms. If the student's household registration address is inconsistent with the actual place of residence, the home address of his parents or other legal guardians (that is, the real estate license) shall be the basis for admission. The registration time for children of primary school graduates and migrant workers to return to Xiangtan junior high school to attend urban schools is from June/kloc-0 to June 20. The service scope will be announced in early May. The registration time for freshmen in public junior high schools is from June 20th to 30th, and the admission time for freshmen is from July 5th to 10.

4. Children who move to the city to go to school. Open up a green channel for children of migrant workers to attend school and properly solve the problem of children of migrant workers attending school. The children of migrant workers attend urban schools in accordance with the principle of "giving priority to the management of the inflow government and giving priority to public primary and secondary schools". Their parents or other legal guardians must have lived in the local area continuously and legally for more than 1 year, sign a labor contract with the employer in accordance with the law, and submit household registration book, ID card, employment certificate (individual operators can replace it with industrial and commercial tax certificate), residence permit in this city (real estate license or house lease contract), national school registration information certificate issued by the school where the student originally attended (except the school where he did not attend) and other relevant materials. 5. Students who are exempt from exams and slow to learn are admitted to school. School-age children and adolescents who need to postpone their schooling due to their physical condition may apply by their parents or legal guardians, and may be exempted from the examination and suspended from school with the approval of the local township (town, street office) people's government or the county-level education administrative department. Children with severe disabilities and HIV infection are enrolled in school according to the relevant documents of the state, province and city.

6. Admission of special students. School-age hearing-impaired and mentally retarded children within the scope of this Municipality may apply for attending special education schools in cities and counties (cities). Encourage disabled children who can adapt to ordinary schools to study in regular classes. No school may refuse disabled students who can study at school. City special education schools recruit deaf-mute students, blind children and mentally retarded students in urban areas and Shaoshan City, and special education schools in Xiangtan County and Xiangxiang City recruit mentally retarded students within their respective jurisdictions. Eight, ordinary high school students enrollment methods

(A) the qualifications of direct students

Previous students, students who have turned back halfway and candidates who have enrolled in other places do not enjoy direct student treatment.

The number of students in senior middle schools of complete middle schools and education groups is 10% of the number of students in junior middle schools for three years.

(3) Recommended admission procedures

The complete middle schools and senior high schools of Education Group should make an implementation plan for enrolling students in direct management before May 10, and implement it in the corresponding junior high schools.

2. Publicity and release

Relevant junior high schools will hold a parent-teacher conference for ninth-grade students before May 13 to publicize the implementation methods and specific plans for recruiting students directly under the jurisdiction of the school, announce the number of students directly under the jurisdiction of the school, and publicize relevant policies.

3. Comprehensive evaluation method

Relevant junior high schools organize students to register voluntarily according to the corresponding implementation plan for enrollment of complete senior high schools and high schools of Education Group. According to the students' voluntary enrollment and the three-year comprehensive evaluation results of junior high school graduates' morality, intelligence, physical education and aesthetics, before May 20, according to the proportion of the number of students in the school's direct enrollment plan 1: 1.2, the list of students recommended to complete high schools and corresponding high schools of the education group will be selected. Direct students must be the students with the best comprehensive evaluation of morality, intelligence, physique and beauty in junior high school. According to the comprehensive evaluation results of the students recommended by the corresponding junior high schools, the complete senior high schools and the senior high schools of Education Group will determine the pre-recorded list of students directly under the direct management before May 24, and feed back the pre-recorded list to the corresponding junior high schools.

4. Post publicity

Relevant junior high schools posted a list of pre-recorded students. The publicity time is three days from May 25th to 27th.

5. Fill in the report voluntarily

On May 30th, all junior high schools issued the Application Form for Direct Students and the Commitment Letter for Direct Students to the pre-recorded students. After the students and parents fill in the form, the junior high school will sort out the materials and send them to the corresponding ordinary high school enrollment school on June 3.

6. Summary report

On June 6th, the Complete Middle School and Senior Middle School of Education Group drafted the Summary List of Enrollment Roster of Directly Affiliated Students, the Fill-in Form of Directly Affiliated Students and the Commitment Letter of Directly Affiliated Students, and submitted them to the county (city) Education Bureau for review. On June 8, the county (city) Education Bureau reported the relevant information to the Basic Education Section of our bureau, and the schools directly under the municipal government directly submitted it to the Basic Education Section of our bureau. Those who fail to report within the time limit shall be deemed to have given up automatically.

7. Review admission

Direct students are admitted in advance. After reviewing and approving the pre-recorded list of direct students enrolled by all complete middle schools and high schools of Education Group, our bureau announced the pre-recorded list of direct students to all complete middle schools and high schools of Education Group on June 10.

Pre-recorded straight students still need to take the junior high school graduation examination organized by the whole city, and the scores of pre-recorded straight students' junior high school graduation examination must reach the minimum admission control score of ordinary high schools in the city before they can be formally admitted. All pre-recorded direct students are not allowed to fill in any other ordinary high school volunteers, nor can they participate in the admission of other ordinary high schools.

(4) Precautions
