Retirees who have gone through retirement formalities in accordance with state regulations do not pay the basic medical insurance premium. Article 9 The employing unit shall take the sum of the payment bases of its employees as the payment base, and pay the basic medical insurance premium at 8%.
The employing unit shall pay the basic medical insurance premium for retirees in a lump sum according to 50% of the average wage of employees in the whole city last year, and the specific measures shall be formulated by the municipal labor and social security administrative department. Article 10 The Municipal People's Government may, according to the needs of economic development and the medical consumption level of urban workers, put forward opinions on adjusting the payment ratio of basic medical insurance premiums, which shall be implemented after being approved by the provincial people's government. Eleventh basic medical insurance premiums paid by the employer shall be collected according to the channels stipulated by the financial department.
The basic medical insurance premiums paid by employees are exempt from personal income tax. Twelfth the employer shall, within 30 days after participating in the basic medical insurance, go through the registration formalities for the basic medical insurance payment at the medical insurance agency and the local tax authorities; The newly established employer shall go through the registration formalities within 30 days from the date of establishment.
Where an employing unit merges, splits, goes bankrupt, cancels or establishes or terminates labor relations with employees, it shall go through the formalities of registration or cancellation of payment of basic medical insurance at the medical insurance agency and local tax authorities within 30 days. Thirteenth local tax authorities are responsible for the collection of basic medical insurance premiums, and will promptly transfer the basic medical insurance premiums collected to the financial special account of the basic medical insurance fund. Article 14 The employing unit shall pay the basic medical insurance premium to the local tax authorities in full and on time, and shall not default. Article 15 The proportion of the basic medical insurance premium paid by the employer may be appropriately reduced for employees who are identified as destitute state-owned enterprises, bankrupt or restructured state-owned enterprises, and employees who leave the re-employment service center to terminate the custody agreement or labor contract; The base of basic medical insurance premiums paid by employees, individuals and employers entrusted by the re-employment service center of state-owned enterprises may be appropriately reduced, and all of them shall be paid by the re-employment service center. The specific measures shall be formulated by the municipal labor and social security administrative department jointly with relevant departments. Chapter III Basic Medical Insurance Fund Article 16 The basic medical insurance fund consists of the following funds:
(a) the basic medical insurance premium paid by the employer;
(two) the basic medical insurance premiums paid by employees;

(five) other funds incorporated into the basic medical insurance fund according to law. Seventeenth medical insurance agencies should establish personal accounts for employees and retirees who participate in basic medical insurance, and implement social security card (1C card) management. Personal account funds are composed of the following funds:
