Article 2 Legal persons, citizens and other organizations engaged in technical trade activities such as technology development, technology transfer, technical consultation and technical services in the autonomous region shall abide by these regulations. Article 3 Technology trading activities must follow the principles of voluntariness, equality, mutual benefit, compensation, honesty and credibility. The legitimate rights and interests of the parties involved in technology trade are protected by law. Article 4 People's governments at all levels should strengthen their leadership over the work of the technology market, implement the policy of opening up, invigorating, supporting and guiding, and promote the development of the technology market.

Science and technology, industry and commerce administration, finance, taxation, auditing, finance, price and other relevant departments at all levels shall do a good job in the management of the technology market according to their respective responsibilities. Fifth technology market development planning can be included in the national economic and social development plans of people's governments at all levels. Funds for developing the technology market can be raised through multiple channels. Article 6 Units and individuals that have made remarkable achievements in technology market management and technology trade activities shall be commended and rewarded by people's governments at all levels or relevant departments. Chapter II Technology Market Management Organs Article 7 The Science and Technology Commission of the Autonomous Region shall be in charge of the technology market work of the whole region.

(3) Handling the identification and registration of technical contracts;

(two) to supervise and inspect the conclusion and performance of technology contracts in conjunction with the competent authorities of technology market according to law;

(three) to investigate and deal with violations of laws and regulations on industrial and commercial administration in technical trade activities according to law. Tenth industry departments at all levels are responsible for the organization and coordination of technology trade activities in this industry. Article 11 The competent authority of technology market shall set up technology market inspectors. The technology market inspector shall inspect and supervise the technology market with the Technology Market Inspection Certificate. Chapter III Technical Trade Institutions Article 12 Technical trade institutions refer to organizations engaged in technical trade activities such as technology development, technology transfer, technical consultation and technical services for the purpose of promoting the commercialization of technological achievements.

Technical trade institutions with legal person status are independent technical trade institutions; The unincorporated institutions engaged in technology trade established within enterprises, institutions and scientific and technological social organizations with legal personality are non-independent technology trade institutions. Article 13 An independent technical trade organization must meet the following conditions:

(1) Having its own name, place and organization;

(2) Having a business direction and scope in line with the national science and technology policy;

(3) Having the necessary technical facilities;

(four) there are professional and technical personnel suitable for the business scope, of which not less than 30% have intermediate or above professional and technical titles;

(5) It has funds suitable for its business scope.

A non-independent technical trade organization must have the economic guarantee provided by its legal entity and the proof of joint and several civil liabilities. Fourteenth the establishment of state-owned and collective technology trading institutions shall be examined and approved by the competent department of technology market at the same level after examination and approval by the competent department of technology market; The establishment of private and individual technology trading institutions shall be submitted by the founders and submitted to the local technology market authorities for examination and approval.

After examination and approval, a technical trade institution shall be issued with a Technical Trade Certificate by the examination and approval authority. Article 17 Technology trading institutions shall accept the management, supervision and inspection of the competent authorities of technology market and relevant administrative organs. Article 18 The persons in charge of technical trade institutions and their professional and technical personnel shall be trained and assessed by the competent authorities of technology market. Chapter IV Technology Trade Activities Article 19 Technology trade activities can be carried out in various forms, such as holding technology fairs, tenders, conferences, exhibitions, information development cloth, technology fairs, permanent technology markets, technology shares, technology contracting, and organizing scientific research and production consortia.

Holding a technology fair, a technology achievement exhibition, a technology fair or a technology fair with other names shall go through the examination and approval procedures in accordance with the relevant provisions of the state.
