Registration conditions
(1) Basic conditions
1. has the nationality of the Chinese people;
2. Support the Constitution of the People's Republic of China, the leadership of the China Communist Party and the socialist system, and abide by the law;
3. Have good political quality and moral conduct;
4. Have the physical condition and psychological quality to perform their duties normally;
5. Have the professional knowledge and business ability required for the post;
6. Meet the scope of the recruitment target and meet other conditions necessary for the position (see the Position Table for details).
(2) The following persons cannot apply.
1. Servicemen;
2. Non-fresh graduates studying in full-time colleges and universities;
3. Persons suspected of violating the law and discipline are under review and those who have not been dismissed from party discipline and political discipline;
4. Persons who have been found to have serious violations of discipline and discipline in the civil service recruitment examination and the open recruitment examination of public institutions are still in the ban period;
5. On-the-job civil servants (refer to the civil service law managers) and the staff of Yichang public institutions;
6. Persons who should implement the avoidance system in accordance with the Regulations on the Avoidance of Personnel Management in Public Institutions;
7. Other circumstances stipulated by laws and regulations.
Registration, qualification examination and matters needing attention
(1) Time and method of registration
1. Registration time: 2022 1 month1day from 9: 00 to February 10/7: 00.
2. Registration method: Online registration method is adopted. According to the post conditions, applicants should fill in and send a scanned version of the Application Form for Introducing Special High-level Talents in Yichang Municipal Institutions in 2022 (with photos, see Annex 2) signed by themselves, and a scanned copy of the recent bareheaded registration photo (electronic version) and relevant documents to the designated mailbox of the applicants (see the Post Form for details).
(2) Qualification examination
1. Review requirements: the qualification review will be conducted from 9: 00 to February 1 day/month 1 1 day/7: 00 in 2022. The qualification examination of applicants is the responsibility of the recruitment authorities and institutions, and runs through the whole recruitment process. The recruitment authorities and institutions shall confirm the candidates who meet the registration requirements by telephone in time, and call back those who do not meet the registration requirements in time. Applicants should be responsible for the truthfulness and accuracy of the information provided. Those who falsify documents and materials, fill in false information and defraud the examination qualification will be disqualified once verified.
2. Relevant time node: (1) The age conditions of relevant positions in the Position Table are calculated on an annual basis. (If the age of a post is required to be 30 years old or below, it is 199 1 year 1 month 1 day or later, and so on); (2) The deadline for calculating work experience time is the deadline for registration, that is, February 10, 2022.
(C) on the definition of the proportion of examination.
Before the interview, the ratio of the planned number of recruitment positions to the number of applicants must reach 1:3 before the exam can be started; There is no test opening ratio for positions that are directly assessed without interview. After the registration, the number of applicants can not reach the required proportion of the recruitment, the corresponding number of recruitment plans will be reduced or the recruitment will be cancelled, and it will be announced on the website of the recruitment department and Yichang Municipal Bureau of Human Resources and Social Security in time.
(4) Other matters needing attention
Applicants should read the introduction announcement carefully and fill in the relevant information truthfully. My ID card, relevant academic qualifications (overseas students must obtain the certificate of China Study Abroad Service Center of the Ministry of Education) and professional qualification certificate filled in at the time of registration must be consistent with the registration conditions. The ID card used for registration and examination must be the same. The e-mail address and telephone number filled in at the time of registration must be true and accurate, and shall not be changed during the registration period.
Examination arrangement
This talent introduction recruits posts with master's degree or above, and only interviews are arranged. The recruitment of doctoral students can be conducted by direct examination without interview. The interview or assessment work shall be organized and implemented by the competent recruitment department in a timely manner on the premise of implementing epidemic prevention safety measures. The interview shall be subject to the interview announcement, and the assessment related matters of direct assessment shall be notified separately.
(a) the interview focuses on the evaluation of candidates' professional knowledge, professional ability and work skills, and tests the comprehensive quality and related ability of candidates and their ability to comprehensively use professional knowledge to solve practical problems in their work. Interviews are generally conducted in the form of structured interviews, lectures, skills tests, live performances, practical operations, and leaderless group discussions.
(2) Those who have passed the online registration examination must bring the original and photocopy of the job requirements materials to participate in the interview qualification review. Personnel from on-the-job institutions in other provinces and cities must obtain the consent of their own units, and provide written proof that the units agree to register at the qualification review stage. Those who fail to attend the qualification review at the specified time and place or fail to pass the qualification review cannot enter the interview. The list of interviewers will be published in the recruitment unit or the competent department in time.
(3) Before the interview, each recruiting unit shall issue an interview announcement in its own unit or competent department, and the relevant matters shall be subject to the interview announcement.
(4) Candidates are required to attend the interview at the specified time and place with the registration form and the original ID card. Those who lack a certificate and candidates who fail to report within the specified time are deemed to have automatically waived their interview qualifications.
inspect
According to the recruitment position, the interview results are sorted from high score to low score, and the candidates are determined according to the ratio of the number of people planned for the recruitment position 1∶2. The competent department and the recruiting unit are responsible for the inspection work, adhere to the standards of having both ability and political integrity and putting morality first, pay attention to the comprehensive inspection of the candidates' political ideology, moral quality, ability and quality, work performance, law-abiding, honesty and self-discipline, and review the candidates' qualifications for the examination. Other circumstances that affect the employment and are verified shall not be listed as the object of introduction.

physical examination
According to the investigation results of recruitment positions and interview results, the candidates for medical examination are determined according to the proportion of recruitment plan number1:1from high score to low score. Recruiting doctoral students, according to the ranking of assessment results and inspection results to determine the candidates for medical examination. And published in the recruitment unit or the competent department.
The physical examination shall be carried out by the competent recruitment department with reference to the Notice on Further Improving the Physical Examination of Civil Servant Examination (No.65 issued by the Ministry of Human Resources and Social Security [2012]) and the Notice on Amending the General Standards for Civil Servant Examination (for Trial Implementation) and the Operating Manual for Civil Servant Examination (for Trial Implementation) (issued by the Ministry of Human Resources and Social Security [2016)
Candidates voluntarily give up or fail to pass the medical examination, and the recruiting unit can make up the medical examination personnel in turn according to the ranking of results.
Publicity and employment management
(a) the recruitment unit according to the interview (assessment), inspection and physical examination, etc., by the leadership collective research to determine the candidates to be hired, by the competent department for examination and approval, to determine the candidates to be hired, in the website of the competent department and the Municipal People's Social Security Bureau for publicity, publicity without objection, by the competent department reported to the Municipal People's Social Security Bureau for examination and filing. The publicity period is not less than 7 working days.

If the problems reflected in the publicity are difficult to verify at one time, the employment shall be suspended for the record, and then whether to employ for the record shall be decided after the investigation. If the hired personnel fail to report for duty within 20 days after receiving the employment notice without justifiable reasons, the employment qualification will be cancelled, and the recruiting unit can fill in the personnel and handle the employment filing procedures as needed.
(III) After being examined and put on record by the Municipal Bureau of Human Resources and Social Security, a notice of employment will be issued, and all units will sign employment contracts with new recruits, implement post management, and implement the remuneration package of the positions they employ according to relevant policies and regulations. The probation system is implemented for personnel employment, and the probation period is 6 months. Those who pass the examination after the probation period will go through the formalities of becoming a full member. When professional and technical personnel become full members, they shall be hired according to the employable level of new personnel in the policy of single-column positions for professional and technical personnel in our city. If the probation period expires and the examination fails, the employment contract shall be terminated.
Epidemic prevention requirements
Applicants should consciously obey the epidemic prevention work arrangements of the recruiting unit and the examination holding unit, and cooperate with the health and epidemic prevention work. Those who participate in on-site recruitment activities must issue health codes and relevant necessary certificates, and abide by the on-site epidemic prevention rules. Only those whose health codes are "green codes" and their body temperature is lower than 37.3℃ can enter the venue. Those who do not obey the epidemic prevention work arrangements of the recruiting unit and the examination holding unit will be disqualified. In violation of laws and regulations such as the Law of the People's Republic of China on the Prevention and Control of Infectious Diseases, relevant responsibilities shall be investigated according to law.
Candidates and staff who violate the discipline of open recruitment shall be dealt with in accordance with the Provisions on Handling Violations of Discipline in Open Recruitment of Institutions (Order No.35 of the Ministry of Human Resources and Social Security), and those suspected of committing crimes shall be promptly transferred to judicial organs for handling.
