Article 1 These Provisions are formulated in accordance with the Civil Service Law of People's Republic of China (PRC) and other relevant laws and regulations in order to deepen the reform of civil servants' classification, implement the system of paralleling civil servants' positions and ranks and linking civil servants' ranks with benefits, improve the incentive and guarantee mechanism for civil servants, and build a high-quality professional civil servant team that is loyal and clean.

Article 2 The State shall determine the leadership positions and rank sequences of civil servants according to their job categories and responsibilities. As mentioned in these Provisions, the supervisor level is the rank sequence of civil servants, which is a promotion channel in parallel with leadership positions, reflecting the political quality, professional ability and length of service contribution of civil servants, and is an important basis for determining benefits such as wages, housing and medical care, and does not have leadership responsibilities. Civil servants can be promoted through leadership positions or ranks.
