12. Project quality inspection agencies, etc.

Unit qualifications refer to the relevant documents and certificates of the unit that comply with relevant industry regulations and prove its own production and other capabilities. There are generally two types of qualifications: one is business qualifications, such as corporate business license, tax registration certificate, organization code certificate, production license, etc. The other is capability qualifications, such as the corresponding qualification certificates issued by local, national, professional institutions, and industry associations: such as engineering professional contracting enterprise qualifications, high-tech enterprise certification, enterprise 3a credit rating certificates, etc. The qualification standards for construction industry enterprises and the specific scope of projects that enterprises with corresponding qualifications can undertake shall be formulated by the housing and urban-rural development department of the State Council in conjunction with relevant departments of the State Council. The state encourages enterprises that have obtained general construction contracting qualifications to own wholly-owned or controlled labor service enterprises.

Article 2: Enterprises owned by the whole people that meet the conditions of enterprise legal persons , collectively owned enterprises, joint ventures, foreign-invested enterprises and other enterprises established in China shall apply for enterprise legal person registration in accordance with the relevant provisions of national laws, regulations and these rules. Article 3 Public institutions that implement entrepreneurial operations and no longer allocate funds from the state and scientific and technological social groups engaged in business activities must apply for registration as an enterprise legal person if they meet the conditions of an enterprise legal person. Article 4 The following enterprises and business units that do not meet the qualifications of enterprise legal persons shall apply for business registration:

(1) Joint ventures;

(2) Branches of enterprise legal persons;

(3) Branches established by foreign-invested enterprises;

(4) Other units engaged in business activities.
