2. To engrave the financial seal, contract seal, business-specific seal of state-owned and collective enterprises, as well as the bank transfer seal, cash receipt seal, and cash payment seal, a letter of introduction and business license issued by the unit are required. , register and file with the public security organ at or above the county level where the unit is located. After review by the public security organ, a seal engraving notice or a letter of introduction will be issued to the engraving factory or engraving shop designated by the public security organ for engraving.

3. To engrave the above seals, a foreign-funded enterprise must present a business license and the "Registration Certificate for Foreign-funded Enterprises". If the enterprise is a Sino-foreign joint venture or Sino-foreign cooperative enterprise, it must present a letter of introduction issued by the Chinese party to the unit.
