The plan of system reform has been put forward and opinions from all sides have been solicited. In this plan, the existing 27 the State Council departments in China will be greatly merged into most departments and reduced to 18. At the same time, the reform of the Ministry system should be carried out in conjunction with the reform of public institutions. According to their functions, some institutions will be transformed into enterprises or non-governmental organizations, while others will be transformed into administrative organs and merged into government departments. The main adjustment contents of the scheme are as follows:

First, the adjustment of the State Council's constituent departments

1, the National Development and Reform Commission (NDRC) further delegated power and changed the responsibilities of the NDRC. Completely abolish the NDRC's authority over micro-management practices and specific examination and approval items, and gradually transform its main function into the formulation and research of macro-planning. Change the full name of the National Development and Reform Commission to the National Development and Reform Planning Commission.

2. Cancel the Ministry of Science and Technology. The functions of scientific research planning and management of the Ministry of Science and Technology will be merged with those of the Ministry of Education, and the Ministry of Education will be changed into the Ministry of Education and Science.

3. Incorporate the science and technology management functions of the Ministry of Science and Technology into the Ministry of Industry and Information Technology. Change the Ministry of Industry and Information Technology into the Ministry of Industry and Information Technology.

4. Cancel the Ministry of Land and Resources. Incorporate the resource management function of the Ministry of Land and Resources into the Ministry of Environmental Protection to form the Ministry of Environmental Resources. The land planning and management functions of the former Ministry of Land and Resources were assigned to the Ministry of Housing and Urban-Rural Development.

5. Revoke the Ministry of Railways. The Ministry of Railways will be merged into the Ministry of Transport, and the Railway Transport Administration will be established under * * * to be responsible for the unified deployment and management of railway construction planning and railway transportation. The local railway bureau will be transformed into a railway operation enterprise group to realize the marketization of railway transportation.

6. Cancel the Ministry of Water Resources. The Ministry of Water Resources and the Ministry of Agriculture were merged to form the Ministry of Agriculture.

7. Cancel the Family Planning Commission. The Family Planning Commission and the Ministry of Health were merged to form the Ministry of Population and Health.

8. Merge the Audit Office with the Ministry of Supervision. Renamed as the supervision and audit department.

9. Merge the Ministry of Human Resources, Social Labor and Social Security and the Ministry of Civil Affairs. Renamed the Ministry of Social Work. Responsible for employment, social security, social assistance, community registration, and transfer the functions of administrative division adjustment and approval of the former Ministry of Civil Affairs to the National Development and Reform Commission.

10, basically maintain the Ministry of Foreign Affairs, the Ministry of National Defense, the Ministry of Commerce, the Ministry of National Security, the Ministry of Justice and the People's Bank of China.

12. The Ministry of National Security was downgraded to the directly affiliated institution of the State Council and renamed as the General Administration of National Security.

13. Merge the State Ethnic Affairs Commission and the State Bureau of Religious Affairs with the Overseas Chinese Affairs Office of the State Council, the Hong Kong and Macao Affairs Office and the Taiwan Affairs Office. Reorganized and named the National Peaceful Reunification Committee.

Second, the adjustment of institutions directly under the State Council.

1, cancel State Taxation Administration of The People's Republic of China. Incorporate the original functions of State Taxation Administration of The People's Republic of China into the Ministry of Finance. At the local level, the local tax bureau will be abolished.

2. Cancel the State Administration for Industry and Commerce, the General Administration of Quality Supervision, the State Administration of Work Safety and the Food and Drug Administration. The former State Administration for Industry and Commerce, the General Administration of Quality Supervision, the State Administration of Work Safety and the Food and Drug Administration under the Ministry of Health were merged and re-established and named the State Administration of Market Order Supervision.

3. Cancel the State Administration of Radio, Film and Television, the State Administration of Press and Publication and the State Sports General Administration. Incorporate the former State Administration of Radio, Film and Television, the State Administration of Press and Publication and the State Sports General Administration into the Ministry of Culture.

4. Cancel the National Bureau of Statistics. The former National Bureau of Statistics was merged into the National Development and Reform Commission.

5. Revoke the State Forestry Administration. The former State Forestry Administration was merged into the Ministry of Agriculture.

6. China National Intellectual Property Administration was revoked. The former Intellectual Property Office was merged into the Ministry of Education and Science.

7. Cancel the National Tourism Administration and the Cultural Relics Administration. The former National Tourism Administration and Cultural Relics Administration were merged into the Ministry of Culture.

8. Revoke the State Bureau of Religious Affairs. The former State Bureau of Religious Affairs merged with the State Ethnic Affairs Commission; The Overseas Chinese Affairs Office of the State Council, the Hong Kong and Macao Affairs Office and the Taiwan Affairs Office were merged, re-established and renamed the Committee for Overseas Chinese and Ethnic and Religious Affairs of Hong Kong, Macao and Taiwan.

9. The State Organs Administration Bureau and the State Anti-corrosion Bureau were merged into the Ministry of Supervision and became the State Bureau under the Ministry of Supervision.

III. Adjustment of the State Council Office (the State Council Office to be cancelled)

1, the State Council Overseas Chinese Affairs Office, Hong Kong and Macao Affairs Office and Taiwan Affairs Office were merged into the Overseas Chinese Affairs Committee of Hong Kong, Macao and Taiwan.

2. the State Council Legislative Affairs Office was merged into the Ministry of Justice.

3. The planning function of the Research Office of the State Council was incorporated into the National Development and Reform Commission, and the document drafting function was incorporated into the General Office of the State Council.

4. the State Council Information Office and National Archives Bureau were merged into the State Council General Office.

IV. Adjustment of institutions directly under the State Council.

1, the State Council Development Research Center merged into the National Development and Reform Commission.

2. Xinhua News Agency implements enterprise system reform. 　　

3. Merge Seismological Bureau and Meteorological Bureau. The establishment of an earthquake and meteorological research center is defined as a government-run scientific research institution.

4. The Chinese Academy of Sciences, the Chinese Academy of Engineering and the Chinese Academy of Social Sciences no longer serve as institutions, but are transformed into government-run scientific research institutions.

5. The China Banking Regulatory Commission, the China Securities Regulatory Commission and the China Insurance Regulatory Commission were merged to form the State Administration of Financial Industry, which became one of the institutions directly under the State Council.

V. Adjustment of the National Bureau managed by the State Council.
