As a grass-roots cadre, we should consciously establish or help grass-roots cadres to "establish the concept of the ruling party and abandon the revolutionary party thinking." We must fundamentally understand the way of working. Since we have established the thinking of the ruling party, we should know something about the laws of the ruling party. In the past, when we were engaged in family planning, our usual practice was: three minutes later, there was a tornado. We have done all the thinking and practices of these revolutionary parties in the past, but now they are not working. It is obviously even worse to go back to the historical position of the revolutionary party. This is the challenge, and we should actively respond to it. So, what is the thinking of the ruling party? In addition to developing inner-party democracy and gradually establishing democratic politics, the key point is to establish the authority of the rule of law. Of course, it is important to promote democracy, but we should also be wary of the tendency to superstitious democracy. In fact, internationally, the fourth wave of democratization in recent decades has not brought prosperity and progress to developing countries. In most "emerging democracies", the economy is declining, corruption is increasing sharply, and the government is declining. Without the rule of law, democracy is fragile. At present, we are facing the flood peak of letters and visits. The fundamental reason why letters and visits form a flood peak is the lack of rule of law. The biggest weakness of China society is the lack of tradition and spirit of the rule of law. If the spirit of the rule of law does not permeate all levels of society, but simply implements democracy, then we may get the worst political system in the world-a system with democracy but without the rule of law, which will make money politics flood, underworld politics flourish and society fall apart. My personal experience is to deal with letters and visits according to law. Generally speaking, the problem of letters and visits is a very complicated problem, but most of the letters and visits can be resolved at the grassroots level.
