On how to do a good job in rural work for grass-roots cadres
Not long ago, the central government decided to spend a year or so to carry out the year of strengthening the construction of grassroots organizations in rural areas. In this context, a large number of government officials began to go to the grassroots level. How to do a good job in rural areas when cadres go to the grassroots level? From the work practice of these years, I think we must solve three problems as follows. Self-positioning is very important in rural areas, which is the main battlefield of reform and development, the front line of maintaining stability and the forefront of serving the masses. In the words of Comrade Jiang Zemin, the foundation is not firm, and the ground shakes. Wukan Village, Lufeng City, Shanwei City, Guangdong Province, showed us the "ground shaking" caused by "weak foundation" some time ago. The importance of rural grass-roots units cannot be described too much. Because of the extreme importance of grass-roots work in rural areas, the central government and the province decided to spend one year to carry out the year of strengthening grass-roots construction in rural areas. Under such a background, how to do a good job in rural areas? I think we must first solve the problem of our own positioning. In the face of the "turbulent international situation, the domestic situation of weak exports, sluggish domestic demand and rising inflation; The political and economic interests of different classes and groups; As well as the complicated situation in which various contradictions and problems are intertwined and interconnected in the transitional period, it is particularly important for rural grassroots cadres to cope with such a situation with what mentality, or with what way of thinking and guiding ideology to undertake unprecedented opportunities and challenges. If you don't know your historical position and work orientation, and don't solve the problem of "who am I, for whom, and who to rely on", you will never have the historical responsibility of * * * producing party member. Then, re-examine the self-orientation of rural grass-roots party building work, and what kind of self-orientation should rural grass-roots party organizations have? This position is: our party is the ruling party, the cadres of the party, and we, the gang, form the grassroots political power representative, the * * * production party, which is in charge of the political power for the people at the grassroots level, which is commonly called ruling. Please note that we are in power, not revolution. We are the "ruling party", not the "revolutionary party" we used to be. It is indeed very important to realize the transformation from a revolutionary party to a ruling party. However, it has been 63 years since China's * * * production party became the ruling party, and it should be said that it has long been the de facto ruling party. The 16th National Congress of the Communist Party of China wrote Theory of Three Represents into party constitution, which also marks that the party has achieved this theoretical transformation from the perspective of "top design". So, why mention this change until now? It is precisely because, to this day, in the minds of many cadres in grass-roots organizations, the "revolutionary party" thinking is still prevalent or nostalgic. At the beginning of the Wukan incident in Guangdong, the grass-roots government followed the thinking of the revolutionary party in the past and adopted the method of suppressing it blindly, which eventually led to great disaster. Facts once again show that today, when we are in power at the grassroots level, we should completely abandon this kind of thinking. As a grass-roots cadre, we should consciously establish or help grass-roots cadres to "establish the concept of the ruling party and abandon the revolutionary party thinking." We must fundamentally understand the way of working. Since we have established the thinking of the ruling party, we should know something about the laws of the ruling party. In the past, when we were engaged in family planning, our usual practice was: three minutes later, there was a tornado. We have done all the thinking and practices of these revolutionary parties in the past, but now they are not working. It is obviously even worse to go back to the historical position of the revolutionary party. This is the challenge, and we should actively respond to it. So, what is the thinking of the ruling party? The ruling party emphasizes class harmony and class cooperation in ideology, and expands the party's class foundation and cooperation foundation through social cooperation. As the ruling party, it generally emphasizes democracy, consultation and even compromise. When it comes to compromise, we are easily associated with "incompetence" and think that compromise is very humiliating. In fact, when dealing with the Wukan incident, the Guangdong Provincial Party Committee Working Group adopted a compromise method to recognize the temporary Council elected by the villagers spontaneously, which played a role in stabilizing the villagers' emotions. Therefore, experts and scholars agree that Wukan is a big step and China is a small step. Can you say that compromise is useless? The behavior of the ruling party is the rule of law. In addition to developing inner-party democracy and gradually establishing democratic politics, the key point is to establish the authority of the rule of law. Of course, it is important to promote democracy, but we should also be wary of the tendency to superstitious democracy. In fact, internationally, the fourth wave of democratization in recent decades has not brought prosperity and progress to developing countries. In most "emerging democracies", the economy is declining, corruption is increasing sharply, and the government is declining. Without the rule of law, democracy is fragile. At present, we are facing the flood peak of letters and visits. The fundamental reason why letters and visits form a flood peak is the lack of rule of law. The biggest weakness of China society is the lack of tradition and spirit of the rule of law. If the spirit of the rule of law does not permeate all levels of society, but simply implements democracy, then we may get the worst political system in the world-a system with democracy but without the rule of law, which will make money politics flood, underworld politics flourish and society fall apart. The Hebei Provincial Party Committee gave this year's activity of strengthening the construction of grass-roots organizations, and the theme was "strengthening the team, promoting development, benefiting democracy and ensuring stability". Among them, the most difficult task may be to maintain stability. Therefore, the focus of cadres at the grassroots level should also be on maintaining stability. How to deal with letters and visits? My personal experience is to deal with letters and visits according to law. Generally speaking, the problem of letters and visits is a very complicated problem, but most of the letters and visits can be resolved at the grassroots level. In this respect, I agree with the two judgments of the State Bureau for Letters and Calls, that is, 80% of the petitioners are reasonable or partially reasonable, and 80% of the petitions can be solved through grassroots efforts. The problem is how to solve it and how to solve it. Personally, I think it must be solved in strict accordance with the law and oppose spending money to buy stability. The basic practices can be summarized as follows: "three mainstays", "three no fights" and "trinity". "Three-oriented" means: First, focusing on initial visits. A petition problem is often the easiest period to solve when visiting for the first time. Our biggest mistake in handling letters and visits is often that we don't pay enough attention to the initial visit. We unilaterally think that if we delay things for a few days, we will be fine, and as a result, we lose the best opportunity to deal with the problem. Among them, there is a delay in cooling. No, there is. It depends on what kind of problem it is. After a few days' delay, the petitioner found that you were blunt or ignored the problems he reflected, and he began to go beyond the petition. Generally, you will go to the Municipal Bureau of Letters and Calls first. The Municipal Bureau of Letters and Calls is a distribution center for letters and visits, where many problems will be complicated. There are a large number of old letters and visits households here, and even a few letters and visits hooligans who make a living from letters and visits. So "one exchange, one training", the problem suddenly becomes complicated. The appetite became bigger, and the difficulty of solving it increased several times. One to two, I got it to Beijing. Therefore, our comrades who have been engaged in letters and visits for a long time must remember that we must seize the opportunity of our first visit and never cultivate "obedient people" into "unruly people"; The second is to solve problems. As for the problem of letters and visits, whether it is an old household or a new household, as long as the problems reflected are well-founded and reasonable, we must try our best to help him solve it. There is a way to solve the problem, and I will talk about it later. There is one thing that must be emphasized, that is, we must sincerely help them solve the problem, and we should not fool or push the Committee. Fool, it won't take long for the petitioner to see it, and he won't trust you. At this time, you are a deputy, and at the can remedy for you, if it is at the fool, was seen, he doesn't trust you, so he certainly no longer looking for you, ran to the above. Another is the deputy, including the young comrades in our working group. If you select the committee, you will give up an opportunity to exercise yourself, which is not good for your personal growth. Third, we should give priority to rebuilding trust in old letters and visits. After repeated tossing, the old customers of letters and visits have experienced a certain meaning of "suffering" physically and mentally, and being suspicious is the common mentality of these people. Therefore, it is necessary to give psychological counseling to the old petitioners. The way to solve the problem of old letters and visits is to rebuild trust. Without trust, how much money is useless. Too much money may be in charge for a while, but it is impossible to solve the problem fundamentally. The "Three Don't Fight" means: First, the people don't fight with the officials, which I have a statement here. The "People don't fight with the officials" I'm talking about is used for psychological counseling, especially for those who deliberately make trouble for the government, because the situation of letters and visits has changed a lot, and now there are really a few people who seize some mistakes of individuals in the government, even a slip of the tongue, and deliberately make trouble in order to grab more. For these people, we told him in a warning tone that the government is not weak, and the purpose is to make them stop there; Second, officials don't fight fools. Are there any fools? Yes. These people often have practical difficulties and are "one-track-minded". If you use conventional methods to build a bureaucracy, then you may suffer. These are often really difficult in life. What to do? Put all the work down and give priority to helping him solve it. Otherwise, he will take things too hard and go to extremes, and it must be you who is unlucky. Maybe there will be a mass incident. Can you stand it? The third is that the law does not fight with feelings. The court's judgment is unreasonable, but careful analysis is reasonable, that is, how to treat individual cases involving law and litigation. We can't not make a careful analysis on the pretext that the court has made a judgment. Because the lawsuit in the court is based on evidence, without evidence, even if it is reasonable, it may lose the case, and at least bear the responsibility of failing to prove it. For such cases, our people's mediation has its unique power. "Trinity" to solve the problem of letters and visits according to law. Those three: the trinity of people's mediation, administrative mediation and judicial mediation. In terms of people's mediation, wuji town, Wu 'an City, Hebei Province has a vivid example, that is, the method of "hearing+villagers' congress" to solve the problem of "public" letters and visits. We classify it into the broad category of people's mediation. There are many examples of the method of "hearing+villagers' congress", including Wu 'an Town and wuji town. Administrative mediation. Yang in Yuquanling Village, wuji town, and Yang, a neighbor, have been in dispute over homestead for decades. A few years ago, Yang came up with a complaint that his home 3 1 was demolished during the construction of Hongqi Iron Mine in wuji town, demanding huge compensation. At that time, it was difficult to break the main leaders of wuji town, which was listed as 1. 20 1 1 year, after personal investigation and rummaging through cases and cabinets, the class composition registration form more than 40 years ago was found out, which made the truth clear. At this point, we gave Yang a decision and guided him to the Legislative Affairs Office of the municipal government for administrative reconsideration. Because of the solid work and high evidence, the Legislative Affairs Office of the municipal government finally upheld our decision and resolved this contradiction for many years. We used administrative mediation to mediate many letters and visits, and all achieved good results. Judicial mediation. When dealing with letters and visits, we have an idea, that is, what is suitable for the court should be guided to the court; It is advisable to take the opinion polls, take the opinions of administrative mediation and guide them to the legislative affairs office, organically combine the "trinity" and resolutely take the road of solving according to law. The problem of mobile land in Dongguang Village is a major case, which has touched the hearts of many people in the city. We call him the "Guangcun Campaign". The first stage took the road of administrative mediation, and went to the Land Arbitration Commission of the Agriculture Bureau to conduct arbitration according to law, and the case was treading on thin ice. In order to get the nature of Dongguang Village's mobile land case right, I spent almost every day on the Internet for more than two months, studying land laws, and finally found a similar case, which played a great role in future arbitration and finally won. Next, the problem of unjust enrichment of a few people in the second campaign, we are taking the initiative to attack and bring a lawsuit to the court. Strive to completely solve the problem of Dongguang Village by legal means. Cadres go to the grassroots level to solve the problem of letters and visits, and they must be excellent themselves. One is to be honest and self-disciplined. There is no doubt about this. It is absolutely impossible to solve the problem of letters and visits if you are not hard, eat and get cards, and get together with the respondent. At this point, I would also like to kindly remind everyone that after going down, we should keep close contact with the township party committees. Don't be self-righteous and "put aside the local party Committee to make a revolution", otherwise, it will help; Second, we should do a good job in investigation and study and communicate with township leaders repeatedly. Third, we should study the law intensively. After taking over a case, on the basis of doing a good job of investigation and research, we should study the law intensively. Don't jump to conclusions until you have thoroughly understood the case. Never act rashly. If you are not sure, you can consult a legal adviser. Important cases can be demonstrated by legal experts. When I was handling a case, I went to Shijiazhuang to hire a team of lawyers to demonstrate, and achieved very good results. Now I have opened an account on the Internet of Legal Daily, which specializes in consulting and demonstrating major letters and visits. Since last year alone, I have consulted two major cases involving group visits in Jiazhuang Forest Park homestead and Dongguang Village, and achieved very good results. Fourth, we must bear hardships and stand hard work and be brave in taking responsibility. We must be able to bear hardships, but also dare to take responsibility, not afraid of offending people. Directly or indirectly engaged in letters and visits for so many years, I have a sense of accomplishment, that is, whenever a case is completely solved by my hand, this sense of accomplishment in my heart arises spontaneously, and I am busy and happy.
