Generally speaking, the office is managed by various committees or leading groups, which are not permanent institutions in the State Council. There is another kind of office, which is a deputy ministerial office. For example, the Legislative Affairs Office of the State Council is the permanent office of the leading group for legal work.
Bureau, usually deputy ministerial level, for example, after the former Ministry of Coal was abolished, it was reduced to a deputy ministerial level bureau of the Planning Commission, and so was the former Quality Supervision Bureau, which was directly under the leadership of the State Council, but was administratively guided by a Ministry. However, it is generally a department dominated by the State Administration of Taxation, such as the Quality Supervision Bureau upgraded to the State Administration of Taxation, and so on.
