Security fund refers to the funds paid by organs, organizations, enterprises, institutions and private non-enterprise units (hereinafter referred to as employers) for failing to arrange employment for the disabled according to regulations.

The collection, use and management of the security fund (surplus security fund) shall be subject to the supervision and inspection of the financial department and the audit supervision of the auditing organ.
