1, the enterprise must be registered for more than one year when applying for recognition; ?
2. The enterprise obtains the ownership of the intellectual property rights that support the core technology of its main products (services) through independent research and development, transfer, donation and merger. ?
3. The technology whose main products (services) play a core supporting role belongs to the scope of "high-tech fields supported by the state"; ?
4. The proportion of scientific and technical personnel engaged in R&D and related technological innovation activities in the enterprise to the total number of employees in that year shall not be less than10%; ?
5. The proportion of the total R&D expenses of the enterprise in the last three fiscal years (if the actual operating period is less than three years, the same below) to the total sales revenue in the same period.
Article 8 of the Administrative Measures for the Identification of High-tech Enterprises
The administrative departments of science and technology of all provinces, autonomous regions, municipalities directly under the Central Government and cities under separate state planning shall, together with the financial and tax departments at the same level, form the accreditation management institutions for high-tech enterprises in the region (hereinafter referred to as accreditation institutions). The accreditation body consists of an office composed of relevant personnel from the departments of science and technology, finance and taxation at the provincial level and cities under separate state planning, and the office is located in the administrative department of science and technology at the provincial level and cities under separate state planning. The main responsibilities of authorized institutions are:
(a) responsible for the identification of high-tech enterprises within their respective administrative areas, and submit a report on the identification and management of high-tech enterprises in the region to the office of the leading group every year;
(two) responsible for reporting the high-tech enterprises identified to the office of the leading group for the record as required, and issuing high-tech enterprise certificates to enterprises that have passed the record;
(three) responsible for the selection of evaluation experts (including technical experts and financial experts) who participate in the appraisal work, and strengthen supervision and management;
(four) responsible for the supervision and inspection of enterprises that have been identified, accepting, verifying and processing the application for review and related reports, and implementing the rectification suggestions put forward by the leading group and its office;
(five) to complete other tasks assigned by the office of the leading group.
