Subsidy standard. According to the relevant provisions of the Notice of Jiangsu Provincial Finance Department of Jiangsu Provincial Price Bureau on Printing and Distributing the Measures for the Administration of Training Fees in Jiangsu Province (Su Jia Gui [2013] No.2), the municipal and county departments of human resources and social security, together with the financial departments, are scientifically and reasonably determined, and the training types (special abilities) and subsidy standards are compiled. When an enterprise organizes five categories of newly hired personnel to participate in pre-job skills training according to the regulations, it should make a pre-declaration to the local community department, and submit the following materials before the training: the outline of the training plan, the roster of trainers, a copy of the labor contract, a copy of the students' Employment and Entrepreneurship Certificate, and a copy of the social security card. Enterprises to carry out pre-job training for newly hired five categories of personnel, apply for vocational training subsidies to the local community departments, and submit the roster of personnel who have obtained the national vocational qualification certificate, a copy of the students' vocational qualification certificate, the basic deposit account opened by the enterprise in the bank and other materials.
After the above materials are audited by the human society department, the training subsidies and cost of living allowance applied by the five categories of personnel shall be paid by the financial department or the entrusted human society department to the applicant's own social security card or personal bank account according to the regulations. The training subsidies applied by enterprises and training institutions on their behalf shall be allocated by the financial department to the basic deposit account opened by enterprises (training institutions) in banks after being audited by the human and social departments.
