65438-0978, Huang Zuhui was admitted to Heilongjiang Bayi Agricultural University, majoring in agricultural economics. Here, he accepted systematic theoretical study. Shortly after entering school, he cooperated with his classmates and published a paper entitled "Attention should be paid to the management of state-owned farms" in the authoritative journal Economic Research. After that, I went to Zhejiang Agricultural University to study for a master's degree, and then I went to a foreign university for further study. When the heavy accumulation of rural life meets the solid theory of agricultural economics, an agricultural economist breaks ground. One day in June 2004, the reporter met Huang Zuhui for the first time and saw his conscience and courage. On this day, Zhejiang Provincial Department of Agriculture held a planning demonstration meeting. If you follow the unspoken rules, everyone will positively affirm this occasion, even if they put forward opinions and suggestions, they will be euphemistically expressed. It was Huang Zuhui's turn, but he bluntly criticized the plan, and all the scholars at the meeting looked at each other. The organizer of the demonstration whispered to the reporter: This guy really doesn't know enough, so he won't be invited in the future!
In Huang Zuhui's view, scholars are the conscience of society. No matter what kind of power or inducement you face, you should stick to the truth and defend justice. In 1980s, at the beginning of reform and opening-up, Zhejiang's grain development strategy was "completely self-sufficient", but Huang Zuhui thought that Zhejiang should adjust its grain development strategy from "completely self-sufficient" to "basically self-sufficient, importing in large quantities and exporting in large quantities". Heavy censure followed, and Huang Zuhui was criticized for "not paying attention to food production". But 20 years later, Huang Zuhui's view was finally recognized, and Zhejiang became the first pilot province in China to reform the grain purchase and sale system. From 65438 to 0989, Huang Zuhui wrote "Research on Rural Industrialization, Urbanization and Peasant Citizenship", which was published in "Economic Research". He first put forward the concept of "citizenization" of rural labor force and a series of policy suggestions including the reform of household registration system in China. At that time, these views and suggestions were not taken seriously. However, since then, with the coordinated development of urban and rural areas and the clear proposal of Scientific Outlook on Development Thought, his views have gradually become the mainstream. In 2007, this achievement of Huang Zuhui won the "Outstanding Academic Contribution Award" in the evaluation of Zhejiang Philosophy and Social Sciences Achievement Award. This belated honor is undoubtedly a praise for his courage to challenge.
Huang Zuhui not only dares to challenge stereotypes, but also has a keen understanding of social problems. 1992 published the article "Transfer of Agricultural Surplus Labor Force in China" in China Social Sciences. Today, more than ten years later, with the analysis, appeal and promotion of a large number of experts and scholars such as Huang Zuhui, transformation and upgrading have finally become the main theme of China's economic development. Huang Zuhui is wise. Looking back on the research career of 30 years, people are surprised to find that many problems in the field of "agriculture, countryside and farmers" have already been analyzed and judged by Huang Zuhui. Huang Zuhui believes that the previous research on agriculture, countryside and farmers took the technical and economic route, and researchers usually paid attention to a specific problem. With the research on the issues concerning agriculture, countryside and farmers becoming more and more macroscopic and comprehensive, such as the construction of new countryside, we should not only solve the related problems such as production development and farmers' transfer, but also involve many aspects such as planning, environmental protection, culture and education, medical care and social security. In this case, it is impossible to solve the overall problem by relying on only one agricultural economics discipline. 65438-0999 The Ministry of Education officially approved the Research Center for Agricultural Modernization and Rural Development of Zhejiang University (referred to as "Carter") as the first batch of key research bases for humanities and social sciences. This has created a very rare favorable condition for Huang Zuhui to build an open research platform and integrate academic resources.
Huang Zuhui decided to "take the base as the platform,' Carter' as the brand, the project as the link, the academic as the foundation and the system as the guarantee." Break down the barriers between disciplines, and integrate all heroes into "Carter" to conduct research together. In 2004, Huang Zuhui presided over "Research on the Theory, Ideas and Countermeasures of Solving the Three Rural Issues in China", which was the first major project of the National Social Science Fund applied by Zhejiang University. After the establishment of the project, Huang Zuhui set up a research team of more than 20 people, including experts in politics, economy, law, sociology, agriculture and other disciplines. After more than four years of joint research, the overall conception, basic ideas and specific countermeasures for solving the "three rural issues" are systematically put forward. There are as many as 26 kinds of books on agriculture, countryside and farmers published in China, which will avoid the conclusion of the appraisal table. Since then, a large number of major scientific research projects have frequently settled in Carter, including a number of national social science fund major projects, major research projects of the Ministry of Education, and a large number of national natural science fund projects, national social science fund projects, international cooperation projects, major projects of the Ministry of Education and Zhejiang Province. In 2009, "Carter" won two major bidding projects of 62 national social science funds nationwide; 180 people from all over the country were funded by the national natural science foundation, and "Carter" occupied three seats. At the triennial international conference of agricultural economists, Carter's four papers were selected in the fierce competition. After more than ten years of operation, Carter's operating mechanism has become more and more mature, and a large number of internationally influential achievements have emerged in Carter, and a large number of scientific researchers have thrived in Carter. Carter's major in agriculture, forestry and economic management has been ranked first in the academic evaluation of the State Council Academic Degree Office. On this basis, Huang Zuhui made use of Carter's academic influence to carry out decision-making consultation, and provided more than 40 consultation reports and suggestions on agriculture, countryside and farmers to the Central Committee, Zhejiang Provincial Party Committee and provincial government successively.
