Regulations of the People's Republic of China on Household Registration

Article 1 These Regulations are formulated for the purpose of maintaining social order, protecting citizens' rights and interests and serving socialist construction.

Article 2 All Chinese people and Chinese citizens shall register their household registration in accordance with the provisions of these Regulations.

The household registration of servicemen shall be handled by military organs in accordance with the relevant provisions on the administration of servicemen.

These Regulations shall apply to the household registration of foreigners and stateless persons residing in the People's Republic of China, unless otherwise stipulated by laws and regulations.

Article 3 The work of household registration shall be in the charge of public security organs at all levels.

Cities and towns with police stations shall take the jurisdiction of the police station as the hukou jurisdiction; In townships and towns without public security police stations, the jurisdiction of townships and towns shall be the hukou jurisdiction. Township and town people's committees and public security police stations are household registration organs.

Living in the organs, organizations, schools, enterprises, institutions and other units and public dormitory accounts, designated by each unit, to assist the household registration authority registered permanent residence registration; Decentralized residence accounts are directly registered in registered permanent residence by the household registration authority.

The accounts of non-active servicemen living in military organs and military dormitories shall be designated by each unit to assist the household registration authority in registered permanent residence.

The accounts of production cooperatives such as agriculture, fishery, salt industry, forestry, animal husbandry, handicrafts, etc., shall be designated by the cooperatives to assist the household registration authority in registered permanent residence to register. Accounts other than cooperatives are directly registered in registered permanent residence by the household registration authority.

Article 4 The household registration authority shall set up a household registration book.

Cities, waters and towns with public security police stations shall issue a household registration book to each household.

Rural cooperatives as a unit to issue household registration books; Household registration books are not issued to accounts outside cooperatives.

Matters registered in the household registration book and household registration book have the effect of proving citizenship.

Article 5 Household registration shall be based on households. The person who lives in the same place as the supervisor is a household, and the supervisor is the head of the household. A single self-supporting household, headed by myself. Live in government agencies, organizations, schools, enterprises, institutions and other units and public * * * dormitory account * * set up a household or separate accounts. The head of household is responsible for reporting household registration in accordance with the provisions of these regulations.

Article 6 A citizen should be registered as a permanent resident in the place where he often lives, and a citizen can only be registered as a permanent resident in one place.
