It is stipulated that foreigners who enter our province with tourist visas need to extend their stay and meet the conditions for issuance in case of sudden changes, hospitalization and other special circumstances, and the time limit for issuance is shortened from 7 working days to 2 working days. This move is also to provide more convenience for foreigners traveling in Heilongjiang Province.

1. Foreigners who lost their passports while living and working in China need to apply for a visa to leave the country. According to the relevant requirements of the National Immigration Bureau, the exit-entry administration department of public security can accept foreigners who need to reissue their passports in time on the basis of the letter explaining the reasons, the plane (car, boat) tickets for determining the date and seat and other relevant certificates provided by the inviting unit.
In view of the urgent need for members of foreign tour groups to apply for group visas to leave the country. The exit-entry administration department of the public security shall immediately accept the application for visa approval and stay permit with the letter of reason provided by the reception travel agency and the plane (car, boat) ticket that determines the date and seat, and make a decision on approval or disapproval in time.

Hong Kong, Macao and Taiwan tourists lose their documents one day.
1. Hong Kong and Macao residents who urgently need to apply for entry and exit passes due to the loss or damage of their passes to and from the Mainland will be immediately examined and approved, and their certificates will be issued in one day.
2. Taiwan Province residents who come to our province to travel urgently need to apply for mainland travel permit for taiwan residents due to the loss or damage of mainland travel permit for taiwan residents, and the exit-entry administration department of public security will link the provinces, cities and counties (cities, districts) at three levels, immediately accept the examination and approval, and complete the production of documents within one day.

There is a "green channel" for tourists from other provinces to renew their cards.
1. The exit-entry administration department of the public security organ opens a "green channel" according to the actual demand, and immediately accepts, approves and issues entry-exit certificates for applicants.
2. The time limit for applying for a permit within 20 days across the country has been accelerated to 5 working days.
3. If the entry and exit documents held by the registered permanent residents from other provinces who travel in Heilongjiang Province are about to expire and need to be reissued, or if they are lost or damaged during the travel, they shall be handled quickly.

Handle the border travel passport issued on the same day.
1. When handling the border travel passport, the entry-exit administrative department shall immediately accept, approve and issue it, and issue it within 1 working day.
2. In case of emergency, it is advisable to open up a green channel in the exit-entry administration department of the public security organ at the border travel passport registration point and apply for border travel documents.
Public security organs pass processing points: Mudanjiang, Jiamusi, Heihe, Suifenhe, Fuyuan, Mishan, Dongning and Raohe.
