In order to grasp the present situation of the county's science and technology enterprises, find out the problems in development, study the countermeasures to accelerate the development of private science and technology enterprises, and promote the healthy development of private science and technology enterprises, recently, 36 private science and technology enterprises in the county were investigated. The situation is reported as follows:

First, the development status quo

In the past two years, 30% of the production enterprises registered from the industrial and commercial system have produced products with certain scientific and technological content. As a whole, private science and technology enterprises attach importance to science and technology, and their enthusiasm for applying science and technology is very high. Most of the private scientific and technological enterprises in the county have established technical cooperation relations with universities and colleges, and put out certain research funds for new product development. At present, more than 50 new products with certain technical content have been developed by private scientific and technological enterprises in the county, involving chemical industry, fine chemical industry, pharmaceutical intermediates, liquid crystal intermediates and other fields. The development of private scientific and technological enterprises has shown the following characteristics.

First, the project has a high technical level and great market potential. Among the scientific and technological enterprises, more than 80% are enterprises established by relying on the latest achievements of colleges and universities, such as "manganese methylcyclopentadiene tricarbonyl" of Jiahe Methyl Chemical Company, which mainly relies on shenyang institute of chemical technology, and its products fill the domestic gap; Shunli Company's castor deep processing projects "12 hydroxystearic acid" and "dimethyl sebacate" have an annual output of 2,500 tons and annual sales income of 65 million yuan. Second, enterprises and scientific research institutions have close cooperation and a good development trend. Some enterprises with strong scientific and technological awareness have formed alliances with many colleges and universities and enterprises to jointly carry out scientific research and development. Lijin Dongshun Petroleum Machinery Manufacturing Co., Ltd. bought out the patent project of "sand control pipe string without casing pressure extrusion and filling" of Shengli Oilfield Co., Ltd. at one time, and the production capacity of 150 sets was formed in the year of production. The products quickly occupied the oil field market and made a transition from traditional machinery manufacturing to oil field machinery. Third, the trend of high-tech traditional industries is obvious and the pace is accelerating. In terms of efficient ecological agriculture, it owns Lijin Lvye Mushroom Industry Co., Ltd. and Dongying Fengze Biotechnology Co., Ltd.. Private scientific and technological enterprises have contributed more and more to the economic development of our county, and gradually become the main force of scientific and technological progress and economic development of our county.

Fifth, the government's support and guidance have increased and achieved remarkable results. The county's three funds for science and technology set up special funds for Industry-University-Research cooperation, strengthened communication with foreign universities and research institutes, and successively signed scientific and technological cooperation agreements with Petroleum University, Shandong University, Qingdao University of Science and Technology, Tongji University and Tianjin University of Science and Technology to promote project cooperation. A large-scale Industry-University-Research Cooperation Fair is held every year to promote the in-depth cooperation in Industry-University-Research. Through government support and guidance, 6 provincial high-tech enterprises, 2 provincial manufacturing information demonstration enterprises, 3 enterprise technology centers and research institutes have been cultivated, and 68 enterprises have established scientific and technological cooperation relations with 27 universities and research institutes.

Second, the existing problems

1, the competitiveness is not strong, and the degree of industrial agglomeration is not high. At present, there are only 1 high-tech enterprises with an output value of over 100 million yuan in the county. Compared with brother counties, there are few large leading enterprises. At the same time, the number of backbone enterprises is small, and the driving effect is not obvious. There are not many high-tech product brands in the whole province and the whole city, and there is no industrial chain with division of labor and cooperation in the industry, and the gathering level of high-tech industries is not high. Among the scientific and technological enterprises in the county, most of them are small-scale production except Shunli Chemical Company, Jinbo Chemical Company, Senhua Chemical Company, Jiahe Chemical Company and Yikun Chemical Company. Dongying Gao Yi Keke Technology Co., Ltd. and Dongying Haijing Chemical Co., Ltd. are typical representatives of small-scale scientific and technological enterprises. Although they have high technology content and good product market, their small scale has become the biggest obstacle to their development, and expanding their scale is the top priority of their next development.

2. Small scale, single product and poor market risk resistance. A large part of science and technology enterprises in our county are small in scale, with single products and even only one product. Due to the characteristics of short life cycle and high elimination rate of high-tech products, once new substitute products or large price fluctuations appear in the market, the company will face serious crisis. There is only one product such as Dongying Chengxin Industry and Trade Co., Ltd. and Hanbo Chemical Co., Ltd., and the survival of enterprises is directly related to the market fluctuation of products.

3. Lack of funds makes financing difficult. In particular, many small enterprises, once they have a bad grasp of the market and new projects are unsuccessful, will lead to enterprises entering a trough. The shortage of funds makes it difficult to change production, and finally makes enterprises enter a vicious circle of "lack of funds-unable to go to new projects-difficult to withdraw funds". For example, Lijin Sheng Kai Industry & Trade Co., Ltd. lost more than 300,000 yuan on the gasoline additive project, which made the enterprise lack of funds. 4. Lack of awareness of scientific and technological innovation. On the other hand, some enterprises believe that the way to become bigger and stronger lies in increasing basic investment and expanding scale, which leads to repeated production with little or no profit and affects the development of enterprises. A considerable number of enterprises pay more attention to the present than the long-term cooperation in Industry-University-Research, focusing on short-term projects and neglecting long-term cooperation, and are unwilling to invest and take risks for long-term projects.

5. The management is not standardized, and a modern enterprise system has not been established. At present, quite a few scientific and technological enterprises in our county are still in the state of "family management", such as Shunli Chemical Company, Tenghui Chemical Company and Haijing Chemical Company, which have a good development momentum, and have not established a standardized modern enterprise management system, which will certainly hinder the rapid development of enterprises in the long run.

Third, some suggestions

1, increase support and implement policies. At present, there are still many obstacles and imperfections in the development of science and technology enterprises, which need the good management of enterprises themselves and the support and drive of the government. In addition to the superior policies, specific local support policies should be formulated. In the case of implementing some supporting policies of the National Medium-and Long-term Science and Technology Development Plan (2006-2020) and the policies of Shandong Provincial State Taxation Bureau, Shandong Provincial Local Taxation Bureau and Shandong Provincial Science and Technology Department, and the notice of the State Council on implementing some supporting policies of the National Medium-and Long-term Science and Technology Development Plan (2006-2020), As soon as possible, we will introduce relevant policies to support the development of private high-tech enterprises and encourage independent innovation of enterprises, vigorously develop high-tech industries, promote the industrialization of high-tech industries and the modernization of traditional industries, and achieve sound and rapid economic development in the county.

2. Broaden financing and increase support. Financing difficulty is still an important factor restricting the development of private enterprises in science and technology. Many enterprises' research and development of scientific and technological projects give up halfway because of insufficient funds; What's more, due to the lack of financial support, the materialized innovation ability is difficult to be made into products and the market opportunity is lost. It is suggested to broaden financing channels, set up special funds and support enterprises to research and develop scientific and technological projects. Strengthen coordination with banks, establish a financing support system for small and medium-sized enterprises, and formulate a loose, simple and fair credit policy, so that private science and technology enterprises can obtain more loans from banks with relatively simple procedures and appropriately extend the loan cycle.

3. Renew ideas, manage and promote enterprises. In order to achieve leapfrog development, private scientific and technological enterprises must first "change their minds"-renew their concepts and get out of the limitations of family-owned enterprises. It is suggested that the government hold corporate classes for private enterprises on a regular basis to help private enterprises "strengthen their muscles and bones", lead scientific and technological enterprises to go abroad for inspection, take various forms to participate in trade fairs, strengthen learning, exchanges and cooperation between enterprises and domestic enterprises, learn from the scientific management experience and advanced business model of successful enterprises, and improve quality of enterprise as a whole.

4. Increase investment and promote development. Encourage and support private scientific and technological enterprises to increase investment in science and technology, carry out research and development of new products, new technologies and new processes, guide enterprises to strengthen scientific and technological cooperation and technology integration with universities, large-scale backbone enterprises and high-tech enterprises by means of digestion, absorption and innovation, make full use of their talent, technology and capital advantages, and increase cooperation in technical research, product research and development, achievement transformation and personnel training, so as to strive for greater breakthroughs. So as to promote the transformation of traditional processing enterprises into scientific and technological enterprises, improve the scientific and technological content and market competitiveness of products, upgrade existing products, and extend to downstream products as soon as possible, lengthen the product chain and increase the scientific and technological content and added value of products.

5. Create advantages and build Lijin High-tech Industrial Zone. The industry is located in the high-tech fields such as chemical industry and fine chemical industry. With the mode of combining venture capital and entrepreneurial service center, it implements market-oriented operation, accelerates the transformation and industrial development of high-tech achievements, fosters high-tech enterprises, attracts enterprises with scientific and technological innovation ability to gather in Lijin, accelerates their development in the direction of "high, precise, special and new" through incubation, and finally forms a high-tech industrial chain with independent intellectual property rights. In the high-tech industry, "playing the unique brand, taking the road of integration and realizing leap-forward development". Through the positioning of regional economic characteristics, we should integrate the three advantages of engineering technology research center, science and technology business incubator and high-tech industrialization base in high-tech zones to create a good innovation and entrepreneurship environment for private science and technology enterprises to "start their second business".

6. Accelerate the construction of talent team in Industry-University-Research. First, preferential policies attract talents. For those outstanding talents who have made outstanding contributions and mastered the core technology, we will break the routine and give special preferential policies. The second is to implement the talent training plan. On the one hand, well-known experts and scholars at home and abroad are invited to give lectures and provide technical guidance and support. On the other hand, universities and scientific research institutes are regarded as the training bases for technological innovation talents of enterprises, which often provide opportunities for further study and improve the quality of personnel. The third is to improve the employment mechanism. Establish an effective incentive mechanism to stimulate the innovation potential of scientific and technological personnel and promote scientific research and development and transformation of achievements. Strengthen the implementation of the existing talent incentive policy, and reward the outstanding talents and special talents who have created greater economic and social benefits in Industry-University-Research's cooperation, technological progress and achievements transformation.
