Opinions on Party Committee's Main Responsibility and Discipline Inspection Commission's Supervision Responsibility (for Trial Implementation)

In order to thoroughly implement the spirit of the 18th National Congress of the Communist Party of China, the Third Plenary Session of the 18th Central Committee and the Third Plenary Session of the Central Commission for Discipline Inspection, implement the main responsibility of the Party Committee and the supervision responsibility of the Discipline Inspection Commission, and further promote the party's work style and clean government building and the anti-corruption struggle in the whole province, according to the relevant laws and regulations of the Party in China, the Regulations on Inner-Party Supervision of the Party in China (for Trial Implementation), the Provisions on Implementing the Responsibility System for Party Style and Clean Government Building, and the Central Commission for Discipline Inspection.

I. General requirements

1.Significance. Implementing the Party Committee's main responsibility and the Discipline Inspection Commission's supervisory responsibility (hereinafter referred to as "two responsibility") in building a clean and honest party style is an important responsibility entrusted by party constitution, and it is also a clear requirement put forward in the Decision of the Central Committee of the Communist Party of China on Comprehensively Deepening Reform. The "two responsibility" clarifies the responsibility orientation and division of responsibilities of the Party Committee and the Commission for Discipline Inspection in building a clean and honest party style, fully embodies the fundamental requirements of the Party for managing and strictly administering the Party, is an important measure to strengthen the construction of the Party's ruling ability and advanced nature under the new situation, and is an important guarantee for promoting the innovation of anti-corruption institutional mechanisms and systems. It is also important for improving the work pattern of building a clean and honest party style and the anti-corruption struggle, strengthening and improving Party building, ensuring the smooth progress of comprehensively deepening reforms, and unswervingly promoting anti-corruption construction. Party organizations at all levels in the province should deeply understand the importance and urgency of implementing the "two responsibility", unify their thoughts and actions with the deployment requirements of the central authorities, and arrange, deploy, implement and inspect the "two responsibility" and the tasks of economic and social development, so as to promote the construction of a clean and honest party style and the anti-corruption work in our province.

2. Basic requirements. To implement the "two responsibility", we should adhere to the principle that the Party should manage the Party strictly, focus on improving the system and mechanism, take the improvement of rules and regulations as the support, take the innovation carrier as the breakthrough, and strive to build a responsibility decomposition mechanism with equal rights and responsibilities, a scientific and standardized responsibility implementation mechanism, a responsibility assessment mechanism combining punishment with education, and a complete and closed responsibility investigation mechanism, so as to promote party committees (party groups) and discipline inspection committees (discipline inspection teams) at all levels to earnestly perform their duties and ensure the construction of a clean and honest party style by the central and provincial committees. Party committees (party groups) at all levels should earnestly shoulder the main responsibility of comprehensively leading the party's work style and building a clean government, adhere to the combination of collective leadership and individual division of responsibilities, and achieve equal rights and responsibilities. If there are mistakes, they must be investigated and asked. Leading bodies at all levels should bear the main responsibility for the construction of a clean and honest party style within the scope of their duties, and the main person in charge should perform the duties of the first responsible person, and other members of the team should conscientiously perform the duties of one post and two responsibilities. Under the dual leadership of the Party committees at the same level and the discipline inspection committees at higher levels, the discipline inspection committees at all levels should conscientiously perform the duties of the specialized organs of inner-party supervision, assist the Party committees in strengthening the building of a clean and honest party style and organizing and coordinating the anti-corruption struggle, clarify their responsibilities, focus on the central tasks, highlight their main responsibilities, strengthen the accountability of supervisors and supervisors, and fully implement their supervisory responsibilities.

(9) Strengthen patrol work. Strengthen the organization and leadership of the inspection work, include the implementation of the "two responsibility" in the inspection supervision content, improve the inspection methods, expand the inspection scope, strengthen the problem orientation, and form a powerful shock. (10) Strict supervision and assessment. The assessment results should be reported within a certain range, which is an important basis for the selection and appointment of leading bodies and leading cadres. 4. Responsibility of the main person in charge of the Party Committee (Party Group). (5) Implement regulatory responsibilities. (6) Strict accountability. 12. Integrity talk and interview system. For places and units that have found many problems in the inspection of the responsibility system for building a clean and honest party style, reflected more letters and visits from the masses, and have low satisfaction with democratic evaluation, the responsible comrades of the higher-level discipline inspection commission will interview the main responsible persons, listen to the implementation of the party Committee's main responsibility and personal integrity in politics, and solve the tendentiousness and budding problems.

13. "two responsibility" special inspection system. Special inspection of the implementation of the main responsibility and supervision responsibility of the party's work style and clean government construction, highlighting the characteristics of short, flat and fast, simplifying the working procedures. Discipline inspection and supervision organs at all levels should conscientiously perform their supervisory responsibilities, supervise and assess the implementation of the "two responsibility" at the end of each year, and seriously investigate the responsibility for the ineffective implementation and lax implementation of the accountability procedures.
