Article 6 To apply for the registration of a public institution as a legal person, the following conditions shall be met:
(a) approved by the examination and approval authority;
(2) Having its own name, organization and place;
(3) Having employees suitable for their business activities;
(4) Having a source of funds suitable for its business activities;
(5) Being able to bear civil liability independently.
Article 7 To apply for the registration of a public institution as a legal person, the following documents shall be submitted to the registration authority:
(1) Application for registration;
(two) the approval documents of the examination and approval authority;
(3) Proof of the right to use the place;
(four) proof of the source of funds;
(five) other relevant documents.
Article 8 The registration administration organ shall, within 30 days from the date of receiving the application for registration, conduct an examination in accordance with the provisions of these Regulations and make a decision on whether to approve or disapprove the registration. If the registration is approved, a Certificate of Legal Person of Public Institution shall be issued; If the registration is not granted, the reasons shall be explained.

Article 9 A registered institution shall apply for opening a bank account by engraving its seal with the Certificate of Legal Person of Public Institution. Institutions shall report the seal pattern to the registration administration organ for the record.

Fifteenth institutions to carry out activities, the legitimate income obtained in accordance with the relevant provisions of the state, must be used for activities in line with its purpose and business scope.
When a public institution accepts donations and subsidies, it must conform to the purpose and business scope of the public institution, and must use them according to the time limit, methods and legal purposes agreed with the donors and sponsors.
Sixteenth institutions must implement the relevant national financial and price management systems and accept the supervision of the finance, taxation and auditing departments.
Seventeenth institutions shall submit a report on the implementation of these regulations in the previous year to the registration administration organ and the examination and approval organ before March 3 1 every year.

Nineteenth institutions in any of the following circumstances, given a warning by the registration authority, ordered to make corrections within a time limit; If the circumstances are serious, with the approval of the examination and approval authority, the registration shall be revoked and the Certificate of Legal Person of Public Institution and its seal shall be confiscated:
(1) Failing to go through the alteration registration or cancellation registration in accordance with the provisions of these Regulations;
(2) Altering, leasing or lending the Certificate of Public Institution as a Legal Person or leasing or lending its seal;
(3) Accepting or using donations or subsidies in violation of regulations.
Institutions that violate laws and other regulations shall be dealt with by the relevant authorities according to law.
Article 20 If any staff member of the registration administration organ abuses his power, neglects his duty or engages in malpractices for selfish ends in the registration administration of public institutions, which constitutes a crime, he shall be investigated for criminal responsibility according to law; If it does not constitute a crime, it shall be given administrative sanctions according to law.
