Article 6 To apply for the registration of a public institution as a legal person, the following conditions shall be met:

(a) approved by the examination and approval authority;

(2) Having its own name, organization and place;

(3) Having employees suitable for their business activities;

(4) Having a source of funds suitable for its business activities;

(5) Being able to bear civil liability independently.

Article 7 To apply for the registration of a public institution as a legal person, the following documents shall be submitted to the registration authority:

(1) Application for registration;

(two) the approval documents of the examination and approval authority;

(3) Proof of the right to use the place;

(four) proof of the source of funds;

(five) other relevant documents.

Article 8 The registration administration organ shall, within 30 days from the date of receiving the application for registration, conduct an examination in accordance with the provisions of these Regulations and make a decision on whether to approve or disapprove the registration. If the registration is approved, a Certificate of Legal Person of Public Institution shall be issued; If the registration is not granted, the reasons shall be explained.

Fifteenth institutions to carry out activities, the legitimate income obtained in accordance with the relevant provisions of the state, must be used for activities in line with its purpose and business scope.

(2) Altering, leasing or lending the Certificate of Public Institution as a Legal Person or leasing or lending its seal;

(3) Accepting or using donations or subsidies in violation of regulations.

Institutions that violate laws and other regulations shall be dealt with by the relevant authorities according to law.

Article 20 If any staff member of the registration administration organ abuses his power, neglects his duty or engages in malpractices for selfish ends in the registration administration of public institutions, which constitutes a crime, he shall be investigated for criminal responsibility according to law; If it does not constitute a crime, it shall be given administrative sanctions according to law.
