Usually, the final distribution point will be the provincial government where the residence is located. If you are in Paris, it is the police headquarters!
What materials need to be submitted?
To apply for a student residence permit, you need to prepare the following materials: original and photocopy of passport, original and photocopy of residence certificate, residence certificate in France, student ID card and school certificate (which will be issued for you by the school), remittance certificate (deposit certificate in a domestic bank before going abroad), 3 photos of ID card, and original and photocopy of medical insurance certificate and medical certificate.
