Article 1: In order to save financial expenditures and promote the construction of party style and clean government, according to the "About the Automobile Equipment of Party and Government Agencies" issued by the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council "Regulations on the Use and Management of Vehicles" (Zhongban [1994] No. 14) and the "Notice on Adjusting the Standards for the Equipment and Use of Vehicles in Party and Government Agencies" (Tingzi [1999] No. 5) and other documents stipulate that based on the actual situation of the central state agencies, we have formulated these regulations.
Article 2: In accordance with the principles of diligence, thrift, opposition to waste and ensuring the needs of official activities, the establishment of official vehicles shall be approved, the equipment standards shall be standardized, the number of official vehicles shall be strictly controlled, and the management of official vehicles shall be strengthened.
Article 3 The State Council Agency Affairs Bureau (hereinafter referred to as the State Administration) shall determine the number of official vehicles based on the main responsibilities, internal structures, leadership positions, staffing and actual work needs of each department. .
(1) The number of special cars for ministerial-level cadres is one per person.
(2) The number of work vehicles for deputy ministerial cadres is one per person.
(3) General official vehicles shall be established based on the personnel of the internal department (bureau) level agencies and institutions. The vehicles used by deputy leaders of deputy ministerial-level units are designated according to work needs.
(4) According to the size of the department’s confidential workload, determine the establishment of 1-3 confidential communication vehicles as appropriate. According to the needs of collective activities such as meetings, the establishment of 1-2 small and medium-sized buses with less than 26 seats will be approved as appropriate.
Article 4 Equipment Standards for Official Vehicles:
(1) Minister-level cadres shall be equipped with cars with a displacement of 3.0 liters or less (including 3.0 liters) and a price of less than 450,000 yuan. .
(2) Deputy minister-level cadres shall use cars with a displacement of less than 3.0 liters (including 3.0 liters) and a price of less than 350,000 yuan.
(3) General official vehicles are equipped with cars (excluding passenger cars, off-road vehicles, etc.) with a displacement of 2.0 liters (including 2.0 liters) or less and a price of less than 250,000 yuan. If it is really necessary to equip a vehicle with a displacement of 2.0 liters or more and a price of more than 250,000 yuan, it must be reported to the State Administration for approval.
Article 5 The service life of special cars and work vehicles for ministerial and deputy ministerial cadres is generally 6 years. If they can still be used after 6 years, they should continue to be used; the service life of general official vehicles is 10 years , if it is more than 10 years old or has traveled more than 200,000 kilometers, you can apply for exchange.
The replaced vehicles will be disposed of in accordance with relevant national regulations.
Article 6 If cadres at the ministerial or deputy ministerial level are transferred to work in central or state agencies, the vehicles they use can be transferred to their new work units for continued use; if they are transferred away from central or state agencies, the vehicles they use are The user unit shall be returned to the National Administration.
Article 7 Departments that have been approved to trial the reform of the official car system must re-evaluate the vehicle establishment. In principle, only private cars for senior and deputy ministerial cadres, work vehicles, confidential communications and meetings, etc. will be retained. Event vehicle. Departments that are piloting the reform of the official vehicle system are not allowed to purchase, exchange, or borrow vehicles by themselves in any way.
Article 8: Departments that pilot shuttle bus reform must, based on the principles of reasonableness and economy, issue appropriate shuttle bus subsidies based on the distance between employees’ actual residence and their work units. Departments that are piloting the shuttle bus reform are not allowed to use public funds to provide employees with transportation to and from get off work.
Article 9 When there are changes in the department’s internal organization, leadership positions and staffing, the number of official vehicles will be adjusted accordingly.
Article 10 The number of special business vehicles for public security, procuratorate, law and other departments shall be determined separately by the State Administration of Industry and Commerce in consultation with the Ministry of Finance.
Article 11 These regulations apply to all ministries and commissions and agencies directly under the State Council. Public institutions directly under the State Council shall refer to these regulations. The vehicle establishment management measures for administrative units under vertical management departments such as customs and taxation shall be separately formulated by the competent departments in accordance with these regulations and reported to the State Administration for filing.
Article 12 All departments must strengthen the management of official vehicles, purchase vehicles through government procurement, and strictly follow approval procedures for vehicle disposal. We must consciously accept the supervision and inspection of disciplinary inspection, supervision and auditing departments.
Article 13 The State Administration of Industry and Commerce is responsible for the interpretation of these regulations. If previous relevant regulations conflict with these regulations, these regulations shall prevail.
Article 14 These regulations shall come into effect on the date of promulgation.
