Chapter I General Provisions Article 1 In order to strengthen the comprehensive management of social security, protect the legitimate rights and interests of citizens, maintain social order and ensure the smooth progress of reform, opening up and socialist modernization, these Regulations are formulated in accordance with the provisions of the Constitution of People's Republic of China (PRC) and relevant laws and regulations and in light of the actual situation of this Municipality. Article 2 Comprehensive management of social security is the responsibility of the whole society. People's governments at all levels should organize all social forces, rely on the broad masses of the people, and use political, economic, administrative, legal, cultural, educational and other means to crack down, prevent, educate, manage, build and transform social security and create a stable social environment. Article 3 whoever is in charge is responsible for the comprehensive management of social security; Strike and prevent simultaneously, treat both the symptoms and root causes, and focus on the root cause; The principle of integration, regional priority and territorial management. Article 4 State organs, social organizations, enterprises and institutions shall establish and improve the internal safety responsibility system. The responsibility system should be combined with the political honor and economic interests of the responsible person, as an important content of assessing political achievements, selecting advanced and promoting. Fifth comprehensive management of social security work, organized by the people's governments at all levels, the public security department is responsible for the daily work. Article 6 These Regulations shall apply to all units and citizens within their respective administrative areas. Chapter II Governance Measures Article 7 The public security and judicial departments shall crack down on criminals who endanger public order according to law, investigate and ban criminal activities such as prostitution, selling obscene articles, abducting and selling women and children, planting and taking drugs, gathering people to gamble and deceiving people by using feudal superstitions, and strengthen legal publicity, safety prevention, public security management and criminal reform. Eighth state organs, social organizations, enterprises and institutions should strengthen the management and education of cadres and workers, and enhance the concept of morality, discipline and legal system. Article 9 Schools should strengthen moral, discipline and legal education for students, and train students to develop in an all-round way in morality, intelligence, physique and beauty, and become socialist successors with ideals, morality, culture and discipline.

School education should be combined with social education and family education, and do a good job in the educational transformation and return to school for underachievers, dropouts and work-study students. Students are not allowed to drop out of school at will. Tenth parents or guardians should strengthen the education and management of minors and wards, and earnestly perform the duties of parents and guardians. Eleventh state organs, social organizations, enterprises and institutions, residents' committees and villagers' committees shall establish and improve public security organizations, formulate public security preventive measures, and do a good job in theft prevention, fire prevention, sabotage prevention and safety disasters and accidents prevention.

People's armed forces departments and militia organizations should participate in maintaining social order. Twelfth street offices and township people's governments should give full play to the role of residents' committees and villagers' committees in maintaining social order. Thirteenth police stations and residents' committees shall, according to the actual situation of residential areas, divide the responsibility areas and take effective guardianship measures to prevent criminal and public security cases. Fourteenth street offices and township people's governments shall establish and improve people's mediation organizations and give full play to their functions.

The grass-roots people's courts shall strengthen their professional guidance to people's mediation organizations. Fifteenth to strengthen public security, establish and improve the prevention network:

(a) the public security organs are responsible for the patrol of main streets and the security work of key public places;

(2) Sub-district offices shall organize public security prevention work within their respective jurisdictions and cooperate with police stations to strengthen street patrols;

(three) the residents' committee shall cooperate with the public security police station to organize the public security prevention work in residential areas (hospitals);

(four) the villagers' committee shall cooperate with the public security police station to organize the public security work in the village. Sixteenth hotels, restaurants, dance halls, tourist attractions, cinemas, theaters, shopping malls, railway stations, bus stations, civil aviation airports and other public places should be equipped with full-time and part-time security guards or security service personnel to maintain social security and public order. Article 17 Streets, bazaars, large shopping malls and other areas where commercial outlets are concentrated are attended by public security, industry and commerce, taxation, price, standard measurement, health and epidemic prevention, urban management and other departments to form a joint defense organization to maintain market order. Eighteenth public security and road traffic management departments shall, according to their respective responsibilities, strengthen the management of road traffic, vehicles and pedestrians to prevent traffic accidents. Nineteenth to strengthen the internal security work, to ensure the safety of public property and normal production and business activities:

(a) adhere to the guard, duty, night patrol system;

(two) strictly implement the management system of guns, ammunition and knives;

(three) strictly implement the relevant management regulations on the production, storage, transportation, use, storage and sales of flammable, explosive, toxic and radioactive sources;

(four) strictly implement the provisions on the management and use of cash and tickets;

(five) strictly implement the management system of rare metal materials, precious non-metallic materials and their products;

(six) strictly implement the national cultural relics management system;

(seven) strictly implement the management system of scrap metal acquisition;

(eight) finance, finance, insurance and other departments should strengthen security forces, and key parts should be equipped with safety technical prevention facilities;

(nine) equipped with corresponding fire fighting equipment, equipment and facilities to eliminate fire hazards and prevent fire accidents;

(ten) to strengthen the ideological and political work of workers, mediate internal disputes, resolve internal contradictions, and prevent illegal crimes.
