The term "technological transformation of enterprises" as mentioned in these Regulations refers to the activities that enterprises adopt new technologies, new processes, new equipment, new materials and new models to upgrade existing facilities, technologies and management services, eliminate backward production capacity and realize connotative development. Article 3 The technological transformation of enterprises should take enterprises as the main body, adhere to the development concept of innovation, coordination, green, openness and * * *, implement the combination of market leadership and government guidance, optimize the allocation of existing resources and expand the incremental supply of high quality, and combine the transformation and upgrading of traditional kinetic energy with the development and expansion of new kinetic energy to comprehensively improve the quality and efficiency of industrial development. Article 4 The people's governments at or above the county level shall incorporate the technological transformation of enterprises into the national economic and social development plan, establish and improve the working mechanism for promoting technological transformation of enterprises, formulate policies and measures for promoting technological transformation of enterprises, coordinate and solve major problems in technological transformation, and promote enterprises to accelerate technological transformation. Fifth people's governments at or above the county level shall be responsible for the guidance, coordination, service and management of technological transformation of enterprises within their respective administrative areas.
Development and reform, science and technology, finance, land and resources, housing and urban construction, environmental protection, taxation, statistics, industrial and commercial administration, quality and technical supervision, safety production supervision and management, local finance and other departments, in accordance with the division of responsibilities, do a good job in the technical transformation of enterprises.
The management committees of economic development zones, high-tech industrial development zones, special customs supervision zones and other functional zones shall be responsible for the work related to technological transformation of enterprises within their respective jurisdictions in accordance with the approved duties and authorities. Chapter II Promotion of Technological Transformation Article 6 The people's governments at or above the county level shall, according to the national industrial policies, scientifically formulate development plans for key industries and fields, improve and implement policies such as finance, finance, land, energy conservation, environmental protection, safe production and brand building to support technological transformation of enterprises, and guide enterprises to carry out the following technological transformation:
(a) to improve the core competitiveness of the industry, technological innovation and industrial application of scientific and technological achievements;
(2) Promote the deep integration of manufacturing with the Internet, big data and artificial intelligence, and expand the in-depth application of network information technology;
(three) to improve the level of technical equipment and labor productivity, and to update and transform the production technology, technology, equipment and supporting facilities;
(four) improve the quality and level of supply, develop advanced production capacity, and upgrade the product variety and quality;
(five) to promote the optimization and upgrading of traditional industries and the adjustment of industrial structure, and to eliminate, replace and transform backward and inefficient production capacity;
(six) improve the efficiency of energy resources utilization, prevent and control environmental pollution, strengthen safety production, and carry out resource conservation, recycling, environmental protection and safety facilities transformation;
(seven) to promote the extension of the industrial chain and the development of industrial agglomeration, and to integrate and transform the scattered production capacity;
(eight) other technological transformation activities encouraged by the state and the province. Article 7 The provincial administrative department of economy and information technology shall, according to the national and provincial industrial policies, key areas and industrial development plans, regularly formulate and publish the investment guide and key project-oriented catalogue for technological transformation of enterprises, guide the investment of social funds and other elements, and stimulate the power of independent upgrading and transformation of enterprises.
The competent department of economy and informatization of the people's government of a city or county (city, district) divided into districts shall determine the key projects of enterprise technological transformation according to the investment guide and the catalogue of key projects issued by the province, and organize their implementation. Article 8 Where an enterprise's technological transformation project belongs to the catalogue of investment projects approved by the government, it shall be subject to approval management according to law; Other projects are subject to record management.
The approval and filing procedures of enterprise technological transformation projects shall be handled by the approval authority, filing authority and other relevant departments using the online approval and supervision platform of national investment projects in a unified way. However, projects involving state secrets are excluded. Article 9 The people's governments at or above the county level shall organize the relevant departments to formulate and publish the licensing catalogue of enterprise technological transformation projects and simplify the licensing procedures, so as to provide efficient and convenient services for enterprise technological transformation.
Implement the enterprise technical transformation project commitment system. For projects that do not add construction land and belong to the list of enterprise technical transformation projects, enterprises can start construction after going through the commitment procedures. The specific measures for the enterprise technical transformation project commitment system shall be formulated by the provincial people's government. Tenth enterprise technological transformation projects should implement the national construction project environmental impact assessment classification management directory system, and control the original environmental pollution and ecological damage related to the project; For construction projects outside the classified management list, there is no need to perform environmental assessment procedures except for emerging industries with greater environmental impact or environmental risks.
For a project that has been evaluated for environmental impact and is built according to the requirements of environmental impact assessment, there is no need to re-submit the environmental impact assessment document if there are no major changes stipulated by the state when the enterprise carries out technical transformation.
