(1) Enterprise type. Enterprises established according to law with independent legal personality for the production, processing and circulation of agricultural products include state-owned, collective, private, joint-stock enterprises, Sino-foreign joint ventures, Sino-foreign cooperative enterprises and wholly foreign-owned enterprises. The amount of agricultural products in the products operated by an enterprise must account for more than 70% of the total business of the enterprise.

(2) the scale of the enterprise. According to the leading enterprises of agricultural products production, agricultural products processing and circulation, agricultural products market-driven leading enterprises and other three types of enterprises, according to the registered capital (gold), total assets, fixed assets, annual sales revenue and other indicators for assessment.

(3) Enterprise credit. Enterprises should abide by laws and regulations, pay taxes according to regulations and have a good credit rating of financial institutions.

(4) The asset-liability ratio of the enterprise.

(5) The ability of enterprises to drive farmers. By signing economic contracts with farmers' professional cooperative economic organizations, large professional households, rural brokers, farmers or village collective economic organizations, or by entrusting production, ordering agriculture, participating in dividends and returning profits, enterprises clarify their respective rights, obligations and liabilities for breach of contract, establish a reliable and stable interest linkage mechanism, and drive farmers to increase their income.

(6) the production base of the enterprise. An enterprise shall have a production base suitable for its production scale.

(seven) the competitiveness of enterprise products.

Article 6 Evaluation and scoring methods

The assessment of leading enterprises at the provincial level adopts a hundred-point system, and the comprehensive score is above 80, which is included in the candidate list of leading enterprises at the provincial level. The specific assessment and scoring methods are as follows:

(a) the scale of the enterprise (based on the audit data of intermediary institutions with nationally recognized qualifications, 30 points)

Enterprises are divided into three types of scoring.

1, a leading enterprise in agricultural product production.

(1) If the annual sales revenue reaches 40 million yuan, it is 25 points, and if it fails to reach it, it is 0 points; Every time it exceeds 5 million yuan, add 1 point, with a maximum of 5 points.

(2) the registered capital (gold) is more than 2 million yuan, and those who fail to reach it shall not be rated as provincial leading enterprises.

(3) The total assets are more than 20 million yuan, including fixed assets100000 yuan; If one of the two indicators cannot be reached, 2 points will be deducted, with a maximum of 4 points.

2. Leading enterprises in processing and circulation.

(1) If the annual sales income reaches 50 million yuan, it is 25 points, and if it does not reach 0 points; Every time it exceeds 5 million yuan, add 1 point, with a maximum of 5 points.

(2) the registered capital (gold) is more than 4 million yuan, and those who fail to reach it shall not be rated as provincial leading enterprises.

(3) total assets of more than 40 million yuan, including fixed assets of more than 20 million yuan; If one of the two indicators cannot be reached, 2 points will be deducted, with a maximum of 4 points.

3. Leading enterprises driven by agricultural products market.

(1) If the annual transaction (distribution) amount reaches 500 million yuan, score 25 points; If not, get 0 points; Every time it exceeds 1 100 million yuan, add 1 minute, with a maximum of 5 points.

(2) The registered capital (gold)100000 yuan or more, and those who fail to reach it shall not be rated as provincial leading enterprises.

(3) The total assets are more than 654.38 billion yuan, of which the total fixed assets are more than 50 million yuan. If one of the two indicators is unqualified, 2 points will be deducted, with a maximum deduction of 4 points.

(2) Enterprise credit (required to be certified by relevant departments, 10)

1, if the enterprise pays taxes according to law in the audit year, it will be 4 points, and if it owes taxes, it will be 0 points.

2. If the enterprise fails to pay employees wages and social insurance, 3 points will be deducted; if there is any irregularity, 3 points will be deducted.

3. If the credit rating of an enterprise bank reaches Grade A or above (including Grade A), 3 points will be scored, and it shall not be rated as a provincial leading enterprise.

(3) Asset-liability ratio of the enterprise (based on the data audited by the intermediary agency with the qualification recognized by the state, 5 points)

The enterprise's asset-liability ratio is below 50% (including 50%), with 5 points, 3 points and 0 points.

(four) the ability of enterprises to promote farmers (35 points).

1, 500 households driven by enterprises through farmers' professional cooperatives are counted as 10, and those that fail are counted as 0; If more than 500 households are driven, each increase of 100 households will increase by 1 minute, with a maximum increase of 5 points.

2. Enterprises drive 2,000 farmers, with a score of 10, and less than 0; If more than 2,000 households are driven, each increase of 100 households will increase by 1 minute, with a maximum increase of 5 points.

3. If the enterprise drives the average annual income of farmers driven by industrialization 1000 yuan, score 5 points; if it fails, score 0 point.

(5) Production base of the enterprise (subject to the certificate of the competent department of industry in the county (city, district) where the base is located, 10)

Enterprises should provide information about the production base equivalent to their production scale, including the base scale, the quantity of raw materials provided, the situation of driving farmers, and the way of interest linkage. The information should be consistent with the supporting documents, and 2 points will be deducted if one item is missing.

(6) Product competitiveness of the enterprise (subject to the certification materials provided by the enterprise, 10)

1, certificate of origin of agricultural products, pollution-free certificate, green food certificate and organic food certificate, one of which will get 2 points, and none will get 0 point;

2. Get the certificate of well-known trademark in China with 2 points, no record with 0 points, get the certificate of well-known trademark in the province with 1 point, no record with 0 points, with a maximum of 2 points;

3, China famous brand agricultural products, China famous brand product certificate, one of which is 2 points, no 0 points, provincial famous brand products, provincial famous brand agricultural products certificate, one of which is 1 point, no 0 points, the maximum shall not exceed 2 points;

4, enterprise quality management system certification, environmental standards assessment certificate, occupational safety and health management system certification, etc. , one of which is 1, without 0;

5, have a patent certificate 1 point, no 0 points;

6. If there is a trademark registration certificate, score1; No trademark registration certificate, 0 points;

7. If there are enterprise management systems and financial systems, score1; No enterprise management system, 0 points.

Article 7 The materials that an enterprise shall provide:

(1) Fill in the Declaration Form for Provincial Leading Enterprises of Agricultural Industrialization in Jiangxi Province or the Monitoring Form for Provincial Leading Enterprises of Agricultural Industrialization in Jiangxi Province;

(2) A copy of the industrial and commercial business license;

(3) The balance sheet and income statement of the previous year issued by a qualified accounting firm;

(4) Credit record certificate and credit rating certificate issued by the financial department within the validity period;

(five) the certificate of property rights of the production base or a copy of the contract and agreement signed between the enterprise and the relevant units for the use of land and production facilities;

(6) Signing contracts and agreements with farmers' professional cooperative economic organizations, large professional households, rural brokers, farmers or village collective economic organizations to promote farmers in the form of purchase and sale of agricultural products, order farming, share dividends, profit return, etc., accounting for 0/0% of farmers/kloc) or relevant certification materials;

(seven) the annual tax payment certificate issued by the local tax authorities;

(eight) the certificate issued by the labor and social security department that the enterprise pays wages and social endowment insurance for its employees;

(nine) product quality, environmental protection, scientific and technological achievements, trademarks, patents and other certification materials:

1. Copy of certificate of origin, pollution-free certificate, green food certificate or organic food certificate of agricultural products;

2, the provincial famous trademark, China famous brand agricultural products, China famous trademark certificate copy;

3, provincial famous brand products, provincial famous brand agricultural products, China famous brand product certificate copy;

4, enterprise quality management system certification, environmental protection standards assessment certificate, occupational safety and health management system certification and other copies;

5, a copy of the patent certificate;

6. A copy of the trademark registration certificate;

7, enterprise management system and financial system.
