In order to fully implement the Compulsory Education Law of People's Republic of China (PRC), the Regulations on Compulsory Education in Shandong Province, the Implementation Opinions of the Ministry of Education on Further Improving the Work of Entrance Examination-free Primary Schools into Junior High Schools, and the Opinions of the General Office of the Provincial Party Committee and the General Office of the Provincial Government on Promoting the Comprehensive Reform of Basic Education, we will further standardize the enrollment behavior of schools (including private schools) in the compulsory education stage in urban areas (including counties) and adhere to the rule of law. Enthusiastic service, promote education equity, and guarantee the equal right of school-age children and adolescents to receive compulsory education. The relevant matters concerning school enrollment in urban compulsory education in 20 15 years are hereby notified as follows:

I. Principles of enrollment work

(a) adhere to the principle of admission to the nearest school without examination, dicing enrollment. School-age children and adolescents who have the ability to receive general compulsory education are enrolled nearby. Conditional counties (districts) can explore and promote the construction of district system. On the premise of keeping the enrollment range of schools relatively stable, the education authorities can make appropriate adjustments to the enrollment range of schools according to the enrollment scale of urban schools and the changes of school-age population in that year.

(two) adhere to the principle of unity of household registration and residence of children of permanent residents. The household registration of school-age children and adolescents must be unified with their parents (or other legal guardians, the same below), and the household registration location of school-age children and adolescents must be unified with their actual residence (real estate license).

(three) adhere to the principle of "fairness, justice and openness". The enrollment opinions, enrollment plans, time arrangements, consultation and supervision telephones of schools in the urban compulsory education stage should be made public, consciously accept social supervision, and strive to make enrollment transparent, fair and just.

(four) adhere to the principle of "the inflow of local governments, public schools".

(five) adhere to the principle of enrollment as planned. All primary and secondary schools organize enrollment in strict accordance with the enrollment plan approved by the local education authorities. Strictly control the class size of freshmen and gradually implement standardized class size teaching.

(six) adhere to the principle of hierarchical management and territoriality. The enrollment scope of Binzhou Experimental School is: north of Huanghe No.2 Road, south of Huanghe No.12 Road, west of Xinli River and east of Bohai No.18 Road. The enrollment scope of Beizhen Middle School is delineated by Bincheng Education Bureau. The enrollment scope of other urban compulsory education schools shall be designated by the local county (district) education department.

Second, the enrollment qualifications and conditions

20 15 primary school entrance policy: 6 years old (born before August 3, 2009); Junior high school students refer to primary school graduates who meet the requirements of the principles of enrollment in this document.

(1) Children of permanent residents

School-age children and adolescents need to provide their household registration book and the property certificate of the legal guardian within the scope of school services (the legal guardian must have all property rights), and applicants for primary schools should also provide birth certificates and children's vaccination certificates. At the same time, one of the following conditions must be met:

1. The permanent residence of school-age children and adolescents should be consistent with the household registration and actual residence of their parents, who are the household registration heads and property owners.

2. The household registration and domicile are in the place of grandparents or other legal guardians, and grandparents or other legal guardians have legally fixed residences. Children who meet one of the following conditions shall be identified as service schools according to their grandparents' or other legal guardians' legally fixed residences: ① Both parents are active servicemen; (2) Both parents are experts and technicians sent abroad; (3) There is no independent real estate or independent fixed residence under the names of both parents, and the household registration and residence of the children and their guardians have lived with their grandparents for a long time (the household registration of the children has not moved since birth); Four orphans.

3. If you have not purchased the new house property certificate, you need to provide relevant materials that can prove the authenticity, legality and validity of the address, such as household registration book, house purchase contract (or online signing contract), house advance notice registration certificate, and real estate information inquiry certificate, and verify that it meets the conditions of permanent residence.

4. If you buy a second-hand house, you must transfer it for more than one year (subject to the time of real estate license and transfer deed tax), and the real estate license is consistent with the domicile.

5. Rent a house according to the existing household registration policy and fall into the permanent residence of the city.

The same real estate (residence) can only be used as a conditional basis for a family's children to enter school for a period of time (6 years in primary school and 3 years in junior high school).

Those who are not included in the above scope shall be coordinated by the local education authorities to attend designated schools.

(2) Migrant children

School-age children of migrant workers who meet the following conditions may apply for admission to city schools:

1. Both parents are legally engaged in business in cities and towns at the same time. 1 year or more, industrial and commercial business license, tax registration certificate, enterprise legal person registration certificate (required by the company) and proof of ownership of legal business premises that have been filed (or notarized by a notary office) are required.

If both parents have worked legally in cities and towns for more than 1 year, they need to provide employment registration certificate (including employer information and labor contract), employment registration certificate, work unit certificate, etc. Awarded by Ministry of Human Resources and Social Security.

2. Children who live in the urban area with their parents for more than 1 year need to provide the property certificate of legally stable residence in the urban area or the housing lease contract for more than 1 year that has been filed by the housing management department (or notarized by the notary office); 1 Parents' domicile of origin and residence permit issued by the public security department of their current residence.

3. It is necessary to provide a birth certificate and proof that the health and family planning department of the inflow place has been included in the family planning management.

Migrant workers shall, within the specified time, go through the registration formalities for their children with the original documents, handling bills, photocopies and other relevant documents required by the education authorities, verify the authenticity and validity of all kinds of information, and fill out the Application Form for Admission of Children of Migrant Workers in Binzhou City 20 15 (see Annex 5). Those who pass the examination shall be enrolled by the schools designated by the education department.

Third, the enrollment process

The enrollment work is organized by the education department of the city and county (district).

In June, the survey of school-age children and adolescents was completed, and the registration card of Binzhou ordinary primary school graduates for 20 15 years was filled in and reviewed (see Annex 2).

In July, the education authorities announced the enrollment scope and enrollment plan of each compulsory education school to the public, and informed all units in the service area in writing through the school; Primary school graduates' registration cards are issued to junior high schools, and the results are notified to students through primary schools.

Before mid-August, all compulsory education schools should organize registration according to the requirements of local education authorities; "20 15 Binzhou ordinary primary school enrollment roster" (see annex 3) and "20 15 Binzhou ordinary junior high school enrollment roster" (see annex 4) were reported to the local education authorities for review and filing; The student's guardian must be informed of the admission notice before the start of school15; The admission list of new students should be announced to the public through the open column of school affairs or other means.

Fourth, the time definition requirements

The deadline for all kinds of school-age children and adolescents to register is 2065438+June 30, 2005, if the materials involved in the time limit are not specified.

V. Enrollment Management

(a) all public and private schools are not allowed to select students by examination or disguised examination. All kinds of competition certificates or grade certificates shall not be used as the basis for enrollment. Private schools should be synchronized with public schools in the aspects of enrollment plan approval, organization registration, enrollment, school start time and registration. , shall not enroll students in advance in any form.

(two) public compulsory education schools are not allowed to enroll students at will. If the school does have a spare degree after completing the enrollment task in the service area, it needs to file with the education administrative department of the local city and county (district) and announce it to the public. Schools can accept students who need to choose schools to register, and under the supervision of the competent departments at or above the county level and the society, students who choose schools will be randomly selected according to the principles of openness and transparency and the prescribed procedures. It is strictly forbidden to collect school selection fees and donations linked to enrollment.

(three) the education department at or above the county level shall approve the enrollment plan according to the design scale of the school and the students' situation. Schools should recruit new students according to the plan approved by the competent education department, control the class size of new enrollment grades, and shall not arbitrarily increase or decrease the enrollment plan.

(4) No school can be divided into key classes and experimental classes.

(five) compulsory education schools should strictly implement the "Regulations on the Management of Student Status in Ordinary Primary and Secondary Schools in Shandong Province (Trial)", strictly control the registration qualifications of new students, and earnestly do a good job in the management of student status. Severely investigate and deal with arbitrary over-planned enrollment, over-enrollment, unauthorized early enrollment, organization or disguised organization of enrollment examinations and other violations. Students who are admitted in violation of regulations will not be registered.

(six) new residential areas in urban areas, developers should hold government approval documents, planning, approval documents and procedures of the housing construction department, and pay urban infrastructure supporting fees, certificates and bills. And before June 30, go to the local education authorities to collectively handle the registration procedures for the children of residents in this residential area, so as to grasp the scale of the newly built residential area, predict the situation of students and prepare the enrollment plan.
