First, the payment time
(1) The payment period for urban and rural residents in 2023 is from 2022 1 October 1 day to 20221February 3 1 day (including1October1day). Enjoy the treatment from 2023 1 month 1 day to 2023 1 February 31day. In view of the epidemic prevention and control and the concentrated return of migrant workers during the Spring Festival, the fund-raising time can be extended to the end of February 2023. Those who fail to pay the premium within the specified time shall enjoy the medical insurance benefits for urban and rural residents after 6 months from the date of payment.
(two) the newborn is insured by the guardian within 3 months after the birth of the newborn in accordance with the regulations, and can enjoy the basic medical insurance benefits for urban and rural residents in the current year after the insurance.
(III) Insured persons who have participated in the basic medical insurance for employees for more than two consecutive years (including two years) (excluding supplementary payment) and whose payment has been interrupted for no more than three months due to changes in personal status such as employment, soldiers who retired from active service in that year and unemployed spouses who moved with the army, dynamically added relief objects such as destitute persons, low-income recipients, and people returning to poverty, and those who have withdrawn from other system guarantees after being released from prison, can make up residents' medical insurance according to regulations.
Second, the insured object and scope
Urban and rural residents who have registered residence in this Municipality and are not covered by the basic medical insurance for urban workers, urban and rural residents who are not registered in this Municipality but hold residence permits in this Municipality, and registered students of various full-time institutions of higher learning, secondary vocational schools and primary and secondary schools and children in kindergartens within the administrative area of this Municipality shall participate in the basic medical insurance for urban and rural residents in this Municipality according to law.
Urban and rural residents within the scope of this Municipality who have participated in residents' medical insurance in other cities or participated in employees' medical insurance continuously and stably for more than one year shall not participate in urban and rural residents' medical insurance in our city repeatedly or enjoy medical insurance benefits repeatedly.
Three, financing standards and individual payment quota funding standards
Financing standard: The financing standard of medical insurance for urban and rural residents is raised to 960 yuan/person, of which: the individual payment standard is 350 yuan and the financial subsidy is 6 10 yuan.
Individual contribution quota support: give full support to the destitute, orphans and severely disabled, and family planning families; Give 3 10 yuan fixed subsidy to the minimum living allowances, and pay 40 yuan for individuals; Give 280 yuan a fixed subsidy to the people who return to poverty, and pay 70 yuan for individuals; Give 175 yuan a fixed subsidy and pay individual fees 175 yuan to those who are unstable out of poverty and included in the monitoring scope of rural low-income population of relevant departments. Other relief objects by the county (city, district) according to the financial resources to give appropriate subsidies.
The subsidy policy for special people shall be subsidized according to the principle of high and low, and shall not be enjoyed repeatedly.
Fourth, the collection method
In 2023, the collection of basic medical insurance premiums for urban and rural residents will continue to adopt the method of "unified organization by the government, multi-party cooperation, online payment as the main part, offline payment as the supplement, and village (community) handling". In 2023, the online payment of basic medical insurance for urban and rural residents can be realized by following the "Chuzhou Medical Insurance" WeChat WeChat official account, clicking the "Government Service" menu or through the Wanshitong APP "My Medical Insurance". For elderly people who have difficulty in using information channels to pay fees, they can entrust the staff of village (community) neighborhood committees to pay for insurance through the platform of "medical insurance grassroots service management system".
In 2022, new college students will still be responsible for collecting insurance information and collecting and remitting basic medical insurance premiums by their schools.

1. Pay through "Chuzhou Medical Insurance" WeChat WeChat official account or WeChat applet "Anhui Medical Insurance Public Service".
Step 1: Open WeChat, click Address Book, click Search Box, click Applet, and enter "Anhui Medical Insurance Service", or search WeChat official account for WeChat WeChat official account that pays attention to "Chuzhou Medical Insurance", and click "Government Service" to enter the Anhui Medical Insurance Service applet.
Step 2: Residents' insurance registration: click the area in the upper left corner, select the corresponding area to register, click "Residents' Insurance Payment" below to enter the residents' insurance interface, and click "Urban and rural residents' insurance registration" (note: red is required, insurance status: fill in according to the actual situation, collection method: tax collection, and click Submit after filling in).
If you have registered insurance information in 2022, you don't need to register again. Please refer to the next step "Residents' Payment".
Step 3: Payment by urban and rural residents: Click "Payment by Urban and Rural Residents in 2023" and enter your ID card information. Please carefully check whether your information is correct and choose the payment method. At present, only two payment methods are supported: "WeChat Payment" and "Payment by Family Account". Click "Pay Now" to complete the payment, as shown in the following figure. Note: If you pay by personal account, you should use the function of "personal account * * * economic binding" (as shown in Figure 2 above) under the column of business handling in advance to bind the information of this resident.
Step 4: Inquire about urban and rural residents' payment: Click "Inquire about urban and rural residents' insurance payment" to see your payment information, and you can also download the "payment electronic bill" in the details (Note: WeChat applet can only inquire about people who pay through applet, but other channels cannot inquire about payment).
Second, pay through the Wanshitong app or Alipay applet
