The principle related to the distribution time of state grants is that state grants should help those students with financial difficulties who can't afford to go to school to complete their studies smoothly, rather than simply "discharging the first or second class" according to their academic performance. Another point is that we should seek truth from facts, instead of just relying on a "poverty certificate" to define it, so as to avoid fraud and fraud, while truly poor students are faced with the reality of dropping out of school and starving, so the list of grants is generally required to be publicized. Generally speaking, bursaries are grants from the state or funds raised in schools to help children with excellent academic performance but difficult families. The national regulation is 3500 yuan per person per year, but if the school has enough funds, it will be more frequent, according to the school regulations.
Second, the financial aid policy for poor students in Yunnan Province Recently, the Yunnan Provincial Department of Education, the Provincial Department of Finance, the Provincial Department of Human Resources and Social Security, and the Provincial Poverty Alleviation Office issued the Implementation Plan for Accurate Financial Aid for Students from Poor Families with Filing Cards in Yunnan Province and the Implementation Plan for Living Allowance for Students from Poor Families with Filing Cards in Ordinary High Schools in Yunnan Province.
It is clear that from September this year, students from poor households in ordinary high schools will receive a living allowance of 2,500 yuan per person per year. At the same time, the subsidy policy standards for preschool education, compulsory education, secondary vocational education, undergraduate education and postgraduate education have been determined, and the specific standards are as follows.
Poor college students
The annual subsidy will be 2500 yuan from this fall.
It is clearly stated in the "Pugao Subsidy Scheme" that in order to ensure the opportunity for students from poor households to receive ordinary senior high school education, starting from the fall semester of 20 17, students from poor households with file cards will be given a living allowance of 2,500 yuan per person per year in addition to other policies.
Before September 30, the Provincial Department of Education will compare the big data of accurate poverty alleviation of the Provincial Poverty Alleviation Office with the data of students' status in the Provincial Department of Education, determine the list of recipients and distribute it to schools around the country. After receiving the list of recipients issued by the Provincial Department of Education, schools all over the country will verify the students' school situation. Due to omissions, identity changes, cross-regional enrollment, and information doubts, the students will apply to the school, and the school will submit it to the higher education administrative department. After being audited by the poverty alleviation department at the same level, it will be summarized and reported to the Provincial Department of Education on 10 30. According to the final list of qualified students, the school grants grants to students, so as to help them as much as possible, and no one can be less.
The "Pugao Subsidy Scheme" also requires that the subsidy funds for poor students in ordinary high schools should be distributed to the aided students through the ordinary high school subsidy card, and the subsidy funds should not be offset or deducted in the form of physical objects or services. For students to apply for a subsidy card, they shall not charge students card fees or deposit fees, nor shall they be deducted from the subsidy funds enjoyed by students.

What is a poverty-stricken student with a file card?
Students from poor households who set up files and set up cards refer to students who meet the relevant provisions of the Work Plan for Setting up Files and Setting up Cards for Poverty Alleviation and Development issued by the State Council Poverty Alleviation Office, establish electronic information files in the national poverty alleviation and development information system, and hold the Poverty Alleviation Handbook.
The identification of students from poor households who have set up a file is based on the data of "Yunnan Province Precision Poverty Alleviation Big Data Management Platform". Education departments at all levels regularly compare the information of poverty-stricken households with the information of students in school, and will promptly identify and verify the identity of students with poverty-stricken households in doubt. During the implementation of the two "programs", the Provincial Poverty Alleviation Office and the Provincial Department of Education and the Provincial Department of Human Resources and Social Security should communicate regularly and exchange data to ensure timely and accurate data.
