The annual output value of compensation for construction farmland in expressway is calculated according to the median value, the sum of compensation for general cultivated land and resettlement subsidy is calculated according to 16 times, and the basic farmland is calculated according to 25 times. The basic farmland area is determined by 89.47% of the cultivated land area. Other types of land use shall be implemented according to the documents of Xiang Zhengban [2005] No.47 and Lou [2003] No.29.
5. The compensation for house demolition, ancillary facilities on the ground and sporadic fruit trees shall be implemented according to Lou [2008] No.3 document. If the ground ancillary facilities are restored by the owner, no compensation will be given.
6. Compensation fee for returning farmland to forests: First, it is calculated according to 16 times of the annual output value of dry land. If the provincial people's government has a new compensation policy, it will be implemented according to the new standards.
7. Housing demolition and resettlement standard: The newly-added homestead for housing demolition and resettlement shall be determined according to Lou Fa [2008] No.3 document, and the newly-built homestead in different places shall be determined according to the standard that the area of each house shall not exceed180m2 at most. Water supply, power supply, access, site leveling and foundation engineering fees shall be implemented according to Lou [2008] No.3 document standard, and the owners shall sign contracts with counties (cities, districts) and coordinate with the municipal headquarters. The fees for the approval and handling of homestead shall be uniformly handled by the grass-roots land institute according to the standard of 1.500 yuan/household.
8. Lump sum fee standard for returning ponds (excluding artificial reservoirs and large reservoirs): the collected ponds will be compensated in one lump sum according to the standard of 30 yuan /m2, and the land-expropriated villages will build their own ponds. In addition, 3 yuan/m2 will be added as the handling fee, which will be used uniformly by all counties (cities, districts).
9. Compensation standard for moving graves: compensation shall be made according to the standards of municipal documents.

Compensation fees, working expenses and land management fees should be set up separately and earmarked. The cost shall be allocated by the owner unit to the special account of expressway Construction Headquarters according to the completion of the task and the progress of the project, and then allocated by the municipal headquarters to the headquarters of counties (cities, districts). The compensation and resettlement expenses for land requisition shall be allocated by the county (city, district) headquarters to the "two expenses" account of the land and resources department, and then paid to the collective economic organizations whose land is expropriated.
